This position is located at the SC Department of Behavioral Health and Developmental Disabilities (DBHDD) - Office of Mental Health, Central Office, 400 Otarre Parkway Cayce, SC 29033.


As the Fiscal Technician II, you will ensure that all electronical claims for inpatient psychiatric and physician billing are filed accurately and timely. You will follow up on claims filed and ensure payment is received by all insurance carriers and third-party payors. Assist supervisor with backup poster when needed for insurance and Medicare. Must maintain the 835 Health Care Claim Payment/Advice from the Emedix line. You will need to assist verification on all patient names dates, and number of days against the listing on the Medstat report received from DHHS. Must attend all Inpatient Compliance Committee Meetings quarterly.

Responsibilities for the Fiscal Technician II include:

Create third party claims once charges are closed and accurately allocated. Prepare, and batch all claims in the Avatar system for transmission and processing.

You will need to submit all claims electronically in the Avatar system and FTP them into our clearinghouse for psychiatric and physician billing.

Must process and import claims in our clearinghouse from our Avatar system.

Perform appropriate follow up activities to ensure timely payment and to minimize aged claims. Maintain files to document all work related to claims, process follow up, and payment or denials.

Contact any insurance company or federal or state agency to obtain and/or verify any available benefits or insurance coverage information.

Submit letters for collections to clients for all Medicare and Insurance carriers as needed on a daily basis.

  • Prepare accurate accounting of client charges, payments and adjustments. Prepare paperwork for any waivers that are required.
  • Must key all therapy's for the psychiatrics/nursing facilities weekly for billing.
  • Must assist when request to complete the Treasury Information Report daily from your Supervisor/Director. All must be completed by the end of each fiscal year.
  • Monthly Medicare/Medicaid Balance credit reports must be done for all facilities for Medicare and Medicaid. Must attend Inpatient Compliance meetings quarterly. Prepare monthly reports of Medicaid billing by summarizing billings, adjustments and revenues received.
  • Submit the monthly therapy reports to therapist for all facilities, so that the new Medicare charge CAP is maintained to discuss each client and appeal to Medicare as needed.

    Key all therapies for psychiatric and nursing homes for billing. Ensure prompt assigning information for all transactions on the ACH report received daily.

    Verify Medicare Part B at Forensics for 65+ clients.

    Requirements

    Post hire, employees must:
    • Be detailed oriented and must understand and carry out balancing procedures.
    • Have knowledge of State Government fiscal and accounting process.
    • Be able to work in an office setting with limited physical requirements beyond basic lifting and climbing as required to access files in a standard filing system.
