The Opportunity

WSDOT is looking for an energetic and motivated individual to take on fiscal and administrative tasks in our North Central Region!

This position supports that mission by providing clerical support for all employees and management of the Area 1 Maintenance & Operations staff.

Specifically, this position provides support in the areas of fiscal, budget, and financial business, to include payroll, travel, purchasing, compiling/reporting budget data, inventory, accounting, tracking, and customer service.

The position also assists in facilitation and coordination of all administrative duties and functions to help explain and enforce policies and procedures regarding purchasing, payroll, inventory, human resource manual rules and policies and union contract rules.


What to Expect

Among the varied range of responsibilities held within this role, Fiscal Specialist 1 will:

  • Review, audit and verify area invoices for accuracy and compliance.
  • Prepare invoices for processing by verifying coding, items purchased, sales tax and receiving signatures.
  • Update and maintain voucher payment and PCMS filing system.
  • Collect and comply with data for program M and D budget reports and helps keep budget reports updated.
  • Review crew employees’ DOTtime entries, assist employees and supervisors with clearing exception errors, coding errors and leave requests.
  • Run payroll reports and review for accuracy.
  • Record area vehicle mileage, rent and taxable fringe benefits for Commute and POV participation.


Qualifications

  • Communication: Communicates information clearly and professionally in both verbal and written formats with supervisors, coworkers, the public, and representatives of other agencies.
  • Attention to Detail: Maintains accuracy and thoroughness in all work, particularly when managing financial data or completing administrative tasks under tight deadlines.
  • Confidentiality and Integrity: Handles sensitive and confidential information with discretion and professionalism.
  • Organization and Time Management: Effectively prioritizes tasks, manages multiple responsibilities, and meets deadlines while adapting to shifting priorities in a fast-paced work environment.
  • Foundational Skills Application: Applies reading comprehension, written communication, and basic mathematical skills to complete administrative and fiscal tasks accurately and efficiently.

It is preferred that qualified candidates also have:

  • Investigative and Analytical Skills: Conducts thorough research, gathers and evaluates information, and analyzes data to develop clear, accurate, and well-documented findings that support informed decision-making.
  • Problem Solving and Decision-Making: Applies sound judgment and critical thinking to evaluate information, make informed decisions, and resolve complex or sensitive issues effectively.
  • Fiscal and Payment Processing Competence: Accurately processes financial transactions using WSDOT’s Payment Vouchering and PCMS systems while ensuring compliance with established fiscal procedures and internal controls.
  • Payroll Administration: Utilizes WSDOT’s Payroll Management System to process payroll actions, review and verify information, identify discrepancies, and implement timely corrections in accordance with agency policies and procedures.
  • Project and Work Order Administration: Uses WSDOT’s HATS program to track, process, and complete Reimbursable Work Orders while maintaining accurate records and ensuring alignment with program procedures and agency requirements.
