The OpportunityWSDOT is currently seeking a Fiscal Analyst 3 to support the Eastern Region Financial Services Office and Maintenance Administration Office. In this role, you will provide critical support in the administration of regional fiscal operations, including budget analysis, work order management, inventory monitoring, and purchasing authority oversight. The top candidate will demonstrate strong analytical skills to support accounting functions, administrative tasks, and budget management, contributing directly to WSDOT’s mission by assisting in the region’s fiscal operations.
What to ExpectAmong the varied range of responsibilities held within this role, the Fiscal Analyst 3 will:
- Support the Region Maintenance Manager and Maintenance Budget Analyst in building the regional M biennial budgets and work plans.
- Analyze plans versus expenditures and MAP scores to adjust plans and budgets.
- Seek out grant opportunities and process applications for appropriate activities.
- Support maintenance areas with inventory and budget inquiries.
- Work with the Maintenance Manager, Budget Analyst, and HQ M budget staff to develop decision packages and process journal vouchers for new and existing infrastructure.
- Establish and maintain K work orders in TRAINS and classify them by responsible party.
- Monitor work order expenditures and coordinate with HQ Risk Management for collection from responsible parties.
- Review Consumable Inventory Activity Reports, identify trends or discrepancies, and provide training on efficient purchasing, storage, and usage of commodities.
- Assist Financial Services and Maintenance Administrative staff with accounting duties as assigned.
Qualifications
To be considered for this opportunity, the following competencies are required:- Fiscal Analysis and Budget Management: Demonstrated ability to perform fiscal analysis related to accounting, budgeting, auditing, or financial management, including reviewing expenditures, analyzing trends, and supporting budget development or adjustments.
- Financial Systems and Data Accuracy: Demonstrated ability to enter, review, reconcile, and maintain accurate financial data using financial management systems, spreadsheets, or databases, ensuring compliance with policies and reporting requirements.
- Analytical Thinking and Problem Solving: Demonstrated ability to analyze financial information, identify discrepancies or risks, and recommend appropriate corrective actions or process improvements.
Communication and Collaboration: Demonstrated ability to communicate financial information clearly and effectively, both verbally and in writing, to internal customers with varying levels of fiscal knowledge.
Demonstrated ability to work collaboratively with managers, analysts, and staff to support operational and fiscal goals.
- Customer Service Orientation: Demonstrated ability to respond to fiscal inquiries, provide guidance, and support internal customers in a timely, accurate, and professional manner.

In addition to the above, the following are also required:
- Ability to occasionally travel to regional offices, maintenance facilities, or training locations to support fiscal operations.
It is
preferred that qualified candidates also demonstrate:
- Advanced Budget Development and Monitoring: Demonstrated experience supporting development, monitoring, and adjustment of operating or program budgets, including analysis of planned versus actual expenditures.
- Accounting and Financial Policy Knowledge: Demonstrated knowledge of governmental accounting principles, fiscal controls, and financial policies, including compliance with state or agency requirements.
- Financial Systems Proficiency: Demonstrated experience using enterprise financial systems, accounting software, or budget tracking tools to manage work orders, inventories, or financial authorizations.
- Training and Technical Assistance: Demonstrated experience providing fiscal guidance, training, or technical assistance to staff on budgeting, purchasing, inventory, or financial procedures.
- Accounting and Financial Management Knowledge: Knowledge of accounting, finance, business administration, or public administration principles relevant to fiscal analysis and financial management. This knowledge may have been gained through professional experience and/or formal education.
