This is a telework/hybrid position. The candidate of choice may work from anywhere within the state of Washington with a reliable internet connection. Travel may be required.


This position is represented by the Teamsters 117 bargaining unit.


The Washington State Department of Corrections is seeking a highly motivated and detail-oriented individual to join the headquarters Financial Coordination team as a Fiscal Analyst 2!

The goal of this position is to evaluate payment activity for Capital expenditures in both systems, AFRS & eBuilder.


As a Fiscal Analyst 2, you will be the subject matter expert for Program 900 for Capital Accounting & eBuilder.

The candidate of choice will be tasked with accurately documenting information into Excel spreadsheets in order to create an AFRS Toolbox, and submitting the spreadsheet through the AFRS Toolbox interface.

You may also perform monthly reconciliation of Capital contract activity, and payment and verification activities including contracts, agreements, and direct payment activity of Public Works.


The candidate of choice will actively build relationships with others, partnering with project managers to set up and reconcile contract change orders and amendments.

You will also work with DOC’s AWE OneWA team to prepare Capital Accounting for the transition by analyzing processes and verifying new coding per the OneWA crosswalk and contributing teams.

As a Fiscal Analyst 2, some of your duties will include:

  • Reviewing, analyzing, and reconciling budget funding for every contract which could look like:
    • Preparing specialized and complex transactions for payment
    • Updating and reconciling contract change orders and amendments to the Capital accounting log and capital funding authority
    • Preparing payment batches to upload by independently reviewing and interpreting contracts or agreement terms prior to making payments of any capital projects to include public works, JOCs, and agreements to be sure they are accurate and in accordance with contract and/or agreement terms, RCW 39, DES general conditions, capital biennial allotments, GAAP, OFM, and DOC policies and procedures
    • Designing reports in Enterprise Reporting to confirm Ebuilder spending forms, reconciling to the capital spending authority
    • Independently working with the Department of Enterprise Contract Specialist, Capital Project Managers, Budget staff, and contractors to verify funding and correct discrepancies prior to making payments, accruing retainage, or encumbering spending authority
  • Processing Journal Vouchers for expenditures
  • Monthly and/or Quarterly Reconciliations
  • Annual Comprehensive Financial Report (ACFR)
  • OneWA Integration Implementation
  • Archiving Files/Records
  • Other duties as assigned

Qualifications

What we need (required qualifications):

  • High School Diploma or GED
  • Accounting 201, Accounting 202, and Governmental Accounting from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalentRegarding Accounting 201, Accounting 202, and Governmental Accounting: If incumbent has credit in two of the three required courses and is enrolled in the third course at the time of the application, they will be allowed six months from date of hire to achieve the required credits in the third course.

    If credits in the third course are not achieved within six months of hire, it will be deemed a failure to successfully complete the review period.

  • One year of relevant professional experience
    • Relevant experience is defined as Fiscal Analyst 1 or above-level work.
    • Provided that a candidate possesses a degree focused on accounting or business management/administration: an AA degree can be equivalent to 1 year required work experience, and BA degree or above can be equivalent to 2 years of required work experience.

      Equivalencies to be reviewed by Comptroller/designee, degrees outside of focused areas will NOT count towards experience requirements

    In addition to the above education and experience, the below knowledge, skills and/or abilities are required:

    • Basic or above-level proficiency in Microsoft Excel
    • Well organized
    • Accurate and detail oriented
    • Excellent communication and public relation skills
    • Strong typing and computer application skills
    • Ability to assist and support others
    • Ability to operate telephone, PC, copier and other basic business machines
    • Ability to establish effective work methods

    What will make your application stand out (preferred qualifications):

    • Additional relevant professional experience at Fiscal Analyst 1 level
    • A business focused bachelor’s degree from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent, with minimum 20 accounting credits to include Accounting 201, 202, 203 and Governmental Accounting.

    Telework Details

    This position may be allocated for telework.

    If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.

    Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite.

    Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.

    Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
