Summary

This role involves analyzing and improving financial systems, especially the Defense Retiree and Annuitant System (DRAS), to ensure accurate data handling and smooth operations for military retirees and annuitants.

The specialist troubleshoots issues, recommends policy changes, and advises on tech upgrades to support the Department of Defense's financial processes.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as experience such as: Proven experience in analyzing financial management processes within the Defense Retiree and Annuitant System (DRAS), to ensure data integrity and define future system requirements.

Possess background in researching and resolving complex system issues related to DRAS, making recommendations on policies impacting the system, and directing the testing of system enhancements.

Ability to provide technical advice to management and users on automated process improvements concerning the implementation and performance of DRAS.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

Major Duties:

  • Develops and conducts studies of financial management processes related to Automated Information Systems (AIS).
  • Performs extensive analyses and evaluations of the intra and interrelationship of functions to identify and determine current and future AIS requirements, technological advancements and corporate initiatives.
  • Works with internal and external sources to improve automated processes and operational performance in relation to DRAS.
  • Researches, analyses, and resolved daily system problems related o the primary DRAS, interface systems, databases, or processing cycle issues.
  • Advises management of major system problems, the related impact on functional operations and risk, if any, to the integrity of the databases.
