Job Description

Summary

This job involves working with financial systems in the Department of Defense to analyze data, check for errors in records and reports, and support improvements in financial processes.

It's a developmental role starting at GS-9 or GS-11, where you'll help ensure accurate pay and financial information for the military.

A good fit would be someone with a background in finance or accounting who enjoys using computer systems to solve problems and is willing to get certified in financial management.

Full Job Description

Defense Finance and Accounting Services (DFAS) mission is to lead the Department of Defense (DoD) in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.

Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements.

Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

To Be Hired At The GS-9 Entry Grade Level, Applicants Must Minimally Have: One year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-07 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized Experience Is Defined As: Proficiency in use of automated financial systems to analyze and validate transactions, records, and reports.

Analyzing financial data to help identify discrepancies or issues in records and reports. Supporting senior analysts by examining financial processes and contributing to reports on findings.

To Be Hired At The GS-11 Entry Grade Level, Applicants Must Minimally Have: One year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-09 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized Experience Is Defined As: Demonstrate experience in analyzing and evaluating financial functions, processes, and systems to ensure accuracy, adequacy, and compliance with regulations.

Possess expertise in applying knowledge of automated financial systems and statutory requirements to identify and resolve issues such as inadequate fund control or inaccurate reporting.

Ability to develop formal reports with recommendations, provide technical financial advice to various directorates, and perform quality control to improve internal operations.

This position is developmental and selections may be made at the GS-9 and GS-11 entry grade levels.

Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to GS-11 grade level without further competition.

This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment.

If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period.

Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Analyze military pay and military pay related actions and events and produce descriptions of processing to be performed within current or proposed, DJMS system designs.
  • Analyze day to day system problems encountered by line managers and initiate procedural or system changes needed to resolve the problems.
  • Review proposed legislative, policy and other changes to systems in operation in the Directorate to assess impact, identify affected processing area and develop proposed solutions and alternatives.
  • Initiate, review and monitor field procedures resulting from internally/externally Imposed changes to ensure accuracy.
  • Lead projects and monitor the progress of the work, assist project members to coordinate overall objective, and provide on the job training for junior personnel in system design tasks.
  • Provide technical presentations, either oral or written, to portray present or planned requirements for the systems in use in the Directorate or in associated systems.
  • Perform analysis and planning for other tasks associated with Directorate functions
  • Duties will be developmental in nature when the position is filled below the full performance level.
