One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as experience such as: Proven experience is required in testing complex financial systems, specifically the Defense Joint Military Pay System (DJMS), including the development of test plans and the analysis of results.

A deep understanding of the DJMS to create test criteria, analyze the effects of system changes on military pay, and ensure modifications do not adversely impact other system components.

This role requires strong experience in resolving highly technical DJMS problems, identifying system deficiencies, and providing expert guidance across all operational levels.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing.

Awards SF-50 will not be accepted to determine eligibility.** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Conduct the more complex systems tests involving multifaceted interfaces between DJMS AC and/or DJMS RC and the personnel system, other services finance offices, members, DEERS, etc., and the integration of data from one subsystem to another.
  • Analyze and evaluates the effects of new programs, system changes, and major revisions to existing systems.
  • Develop test criteria and conditions for a variety of system changes to DJMS AC and/or RC.
  • Interpret instructions and reviews systems charts, work flow charts, and systems specification package for procedural adequacy and to determine test processes necessary to adequately evaluate system changes.
  • Answer highly technical questions pertaining to all facets of DJMS AC and RC systems and defines technical problems.
  • Train new or lower graded employees on proper methods of systems testing.
