Full Job Description

Defense Finance and Accounting Services (DFAS) mission is to lead the Department of Defense (DoD) in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Experience applying expertise in financial and military pay systems to develop and implement new financial management systems, preferably within a DoD environment; or reviewing, analyzing, and applying federal regulations and legislation to ensure the compliance of financial systems; or experience leading or participating in the full lifecycle of system development, including planning, testing, documentation, validation, and training for new financial management systems.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Apply expertise in financial and military pay systems to develop new financial management systems for the Defense Finance and Accounting Service (DFAS).
  • Coordinate with DoD-level managers to ensure new systems are consistent with pay and accounting objectives.
  • Review and analyze regulations and legislation, and participate in developing information and decision briefings for management approval.
  • Define functional requirements, develop test plans, create training materials, and develop system documentation.
  • Collaborate with other analysts and specialists to plan, develop, test, document, validate, train, and evaluate new financial management systems.
