Full Job Description

Defense Finance and Accounting Services (DFAS) mission is to lead the Department of Defense (DoD) in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Applying financial management policies, laws and regulations to advise on financial issues, programs, and systems; recommending solutions to technical and policy problems; and assisting in the management of organizational wide financial management programs, missions or functions to improve the effectiveness, efficiency and service provided to customers.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

• Design, evaluate, and revise financial management reports, policies, and procedures to ensure compliance with DoD and DFAS-HQ standards.
• Serve as a subject matter expert on finance operations, advising program managers on resolving complex financial issues and improving program effectiveness.
• Examines internal control systems to ensure that systems provide for the integrity, accuracy, and validity of reported financial data. Prepares, updates, and implements standard operating procedures to correct deficiencies in internal controls.
• Develop and implement modifications and enhancements to existing systems to improve efficiency and comply with regulatory requirements.
• Provide authoritative interpretation of financial policies and regulations from agencies including DoD, DFAS, OMB, Treasury, and GAO.
