Summary

Full Job Description

This position is located in the Department of Homeland Security, Federal Protective Service, New York, New York.

Specialized Experience: GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Analyzing financial program data, including costs, user fees, vendor invoices, or reimbursable services, to support organizational operations and financial controls; and Analyzing cost or financial data from automated systems, including activity-based costing information, to identify trends, variances, or cost drivers; and Assisting with developing or implementing financial management policies, procedures, or internal controls, including evaluating audit findings or regulatory requirements; and Providing financial analysis or recommendations to supervisors or program officials to support program operations.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.

The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.

The primary purpose of this position is to provide financial and cost analysis, policy support, and advisory services that help leadership plan, monitor, and control program resources; comply with financial laws and regulations; and ensure reliable financial information for operational and strategic decisions.

Duties performed: Manages and analyzes financial programs, including direct costs, user fees, vendor invoices, and reimbursable services, to support Federal Protective Service operations and ensure effective financial controls.

Conducts cost analyses using activity-based costing and other financial management methodologies to evaluate program efficiency, identify cost drivers, and assess the accuracy and reliability of financial management information systems.

Develops, implements, and recommends financial management policies, procedures, business processes, and internal controls; evaluates audit findings and regulatory changes; and prepares reports and responses related to audits and inspections.

Provides financial analysis, guidance, and recommendations to supervisors and senior leadership; prepares briefings and written products to support decision-making on financial management and cost control issues.

Coordinates with internal offices and external stakeholders, responds to financial program inquiries, and represents the organization at meetings and conferences related to financial management and cost analysis.
