THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a FINANCIAL MANAGER, Position Description Number T5133000 and is part of the UNITED STATES PROPERTY AND FISCAL OFFICE, National Guard.

This vacancy does not meet the criteria for appointment of annuitants. Veterans' preference does not apply to this vacancy due to internal merit promotion.

GENERAL EXPERIENCE: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Ability to plan, direct, and coordinate difficult and complex programs; - Ability to develop, apply, and adjust financial plans and policies to attain agency objectives; - Ability to select, develop, and supervise a subordinate staff; - Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness; - Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program; - A broad knowledge of agency operating programs; - A broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management - Skill in applying procedures and directives by reading and interpreting program material; - Skill in training, mentoring, and problem solving; - Ability to make oral and written presentations in a clear and concise manner in English; - Ability to write English in reports and presentation formats; - Ability to communicate clearly and effectively; SPECIALIZED EXPERIENCE: Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level.

Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade.

Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Experience preparing a wide variety of financial reports, statements, and data of both a factual and analytical nature.

Experience serving as a technical advisor regarding financial issues and plays a key role in meetings and managerial considerations.

Experience preparing and submitting financial data, advice, recommendations regarding specific proposals, problems, plans, policies, etc. which or subject to managerial consideration.

As a Financial Manger, GS-0505-13, you will serve as the Chief Financial Officer (FM) for the state Army National Guard (ARNG).

This position is responsible for meeting the congressional intent of the Chief Financial Officer Act.

This Act updates the professional standards, responsibilities, duties, and fiduciary liability of the FM.

Coordinates financial programs, which support the national and worldwide missions of the Department of Defense (DoD), by translating actions, both past and proposed, into meaningful and relevant information for use in the leadership and management decision-making process.

Establishes the methodology for an effective and broad system of financial control ensuring the maximum utilization of all financial resources.

Supervises professional, technical, and administrative personnel engaged in multifunctional tasks.
