Job Description

Summary

This job involves leading a team to manage finances for military family support programs at Fort Hood, Texas, including budgeting, oversight of funds, and ensuring smooth operations for morale and recreation activities.

It's a supervisory role focused on both government and non-government funding sources to support the well-being of soldiers and their families.

Key Requirements

  • Highly preferred: 2+ years in financial management, budget preparation/execution, and supervision with non-appropriated funds

Full Job Description

This position is located at: NAF Support Services, Fort Hood, Texas. Family and Morale, Welfare and Recreation (MWR) serves those who serve and their families.

Strong financial skills and supervisory experience are essential to provide support for the MWR programs and activities vital to the well-being of the Fort Hood military community.

A qualified candidate must possess the following: 1.

Demonstrated ability to perform the duties described above using the theories, principles, practices, and techniques of generally accepted accounting principles. Work experience should include: a.

Interpreting and assessing program financial performance using standard financial management systems; b. Interpreting balance sheet and profit and loss statement results: c.

Applying commercial budgeting techniques; d. Supervisory experience directing technical and professional financial management operations. 2.

Progressively responsible work experience in budget or finance that provided the incumbent the knowledge of appropriated fund and non-appropriated fund regulations on budgetary processes and requirements is required.

3. The work experience must demonstrate the knowledge and ability to balance funds between accounts; i.e.

transferring funds between line items or sub­projects or identifying excess funds for possible transfer to other operating programs. 4.

Must have excellent organizational skills; be highly skilled in written and verbal communications and able to deal tactfully and effectively with employees in all levels of the organization. 5.

Must be proficient in Microsoft Windows, Word, Excel, and other software as required, and be able to meet stringent deadlines in a fast-paced environment. Highly Preferred Qualifications: 1.

Two (2) years or more experience in financial management with Non-appropriated Funds or similar activity. 2.

Two (2 years or more experience in managing budget preparation, execution, and oversight with Non-appropriated Funds or similar activity. 3.

Two (2 years or more supervisory experience leading a team of financial professionals. This announcement is inclusive of established Highly Preferred criteria.

  • Serves as Chief of the Financial Management Branch within the NAF Support Management Division of the DFMWR with responsibility for both APF and NAF Installation Morale, Welfare, and Recreation Fund .
  • Directs preparation, analysis, justification, and execution of multiple budgets, procurement functions, Five Year Plan, and personnel administration while monitoring, and providing oversight to the operating and reimbursable budget programs.
  • As primary technical advisor to other division chiefs, develops and monitors QC procedures for all NAF operations, monitors revenues and expenditures, inventories, goods sold, labor, net income percentages, and personnel requirements.
  • Uses required/applicable automation software and hardware to perform analytical, technical, and administrative tasks required during phases of the budgetary and execution process.
  • Performs all of the duties normally associated with supervising a subordinate staff of approximately 10.
