THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number D2515P01, D2514P01 and is part of the KS 190 Air Refueling Wing, National Guard.
Military Grades: E1 through E7 Compatible Military Assignments: 6F0X1 *Must be willing and able to cross train into the compatible AFSC GENERAL EXPERIENCE: Experience with clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
Such as to apply and evaluate the applicant's competencies; military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments.
The following six basic qualification factors are applicable to the GS-0501 Career Levels, as cited below: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Skilled in applying procedures and directives by reading and interpreting program material SPECIALIZED EXPERIENCE: GS 07: Must have basic knowledge equivalent to the next lower level in program analysis and practices, policies, functions, accounting, budgeting and resource management practices, methods and procedures.
GS 09: Must have knowledge equivalent to the next lower level in working knowledge of laws, DOD Directives, finance regulations and financial management and operating procedures relative to the entitlements and allowances related to the payment of military personnel, civilian personnel, vendors, and travelers.
**The technician must complete the higher financial management certification within 24 months of appointment to the position** This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
Incumbent shall comply with the requirements of this certification program. Major Duties:
As a FINANCIAL MANAGEMENT ANALYST, GS-0501-07/09, you will perform duties such as: GS: 07-Professional work requiring the application of accounting, budgeting, and manpower principles, theories, concepts, and practices to ensure that financial management, manpower, and accounting systems produce accurate results and meet legal and regulatory requirements.
Incumbent performs work which requires adaptation of current or purposed systems and processes and a knowledge of automated resource management systems.
GS: 09- Processes data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems.
Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. Reconciles Resource Center Manager (RCM) accounts ensuring data integrity.
Coordinates with the Defense Finance and Accounting Service (DFAS) and posts validated accounts to the General Ledger.
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period.
