Job Description

Summary

This job involves managing budgets and financial planning for Marine Corps programs, ensuring funds are used correctly and advising leaders on money decisions to support military goals.

It requires overseeing the full process from planning budgets to tracking spending and preparing reports.

Key Requirements

  • At least one year of specialized experience at GS-11 level or equivalent, including managing program budgets and ensuring financial compliance
  • Knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) system
  • Expertise in Financial Management Regulation (FMR), Federal Acquisition Regulation (FAR), and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Ability to analyze complex financial data and provide recommendations on funding and program priorities
  • Experience with financial execution, including accounting, audit readiness, and budget reviews
  • Proficiency in financial systems such as DAI and PBIS for tracking obligations and expenditures
  • Skills in preparing briefings and supporting resource allocation for RDT&E, procurement, and operations

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Manage program budgets, ensure compliance with financial laws, advise leadership on funding decisions, support planning and resource allocation, AND/OR analyze complex financial data to guide program performance and priorities.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will apply knowledge of the PPBE system, steering the development and defense of the Program Objective Memorandum (POM) to secure critical program funding.
  • You will be the program's financial authority, using expert knowledge of the Financial Management Regulation (FMR), Federal Acquisition Regulation (FAR), and DFAR Supplement to support key decision recommendations.
  • You will provide strategic oversight for all aspects of the Planning, Programming, Budgeting, and Execution (PPBE ) process as it relates to RDTandE, Procurement, and Operation and Maintenance funding.
  • You will lead critical financial execution, overseeing accounting functions, shaping audit readiness, and directing budget reviews financial systems such as DAI and PBIS.
  • You will monitor, review, and analyze the execution of approved budgets and program activities to optimize issuance of funding documents to meet mandated benchmarks and established program goals.
  • You will track all active funding for allocation, obligation, and expenditure of funds. You will extract data from various systems to make financial recommendations and prepare and execute briefings.
