Summary

This job involves analyzing and managing financial resources for the Navy, including budgeting, creating policies, and ensuring programs run efficiently while working with teams to meet goals.

Key Requirements

  • Expertise in Department of Navy end-to-end business processes, such as procure-to-pay, with knowledge of best practices and regulations
  • Ability to generate and implement financial management concepts, policies, and internal controls
  • Skills in program execution review, analysis, and preparing briefs for senior managers on variances and recommendations
  • Proficiency in providing analytical advice on financial transactions, reporting fund status, and ensuring accuracy of accounting reports
  • Experience coordinating cost/performance information and promulgating financial policies based on DON guidelines

Full Job Description

You will serve as a FINANCIAL MANAGEMENT ANALYST in the Assistant Secretary of the Navy Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience with project execution, managing budgets and resources to ensure cost-effective operations and stakeholder collaboration to meet objectives.

Experience collaborating with Program and Resource sponsors to develop financial strategies, establish governance, and drive Business Standards Adoption for Enterprise Resource Planning (ERP) financial systems, aligning budget resources with program goals.

Knowledge of Logistics and Financial Management modernization strategies, migration plans, and complex interface management for Navy ERP financial systems, ensuring alignment with organizational goals and seamless interoperability.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Lead project execution, overseeing complex financial management and resource allocation while fostering stakeholder collaboration to achieve strategic goals.

Lead coordination with sponsors to develop financial strategies, establish governance, and drive Business Standards Adoption for ERP financial systems, ensuring effective budget oversight and resource allocation to support organizational priorities.

Lead integration of Logistics and Financial Management modernization strategies, overseeing migration plans and interface management for Navy ERP financial systems; and provide strategic guidance to align with organizational objectives and enhance enterprise effectiveness.

  • You will generate, recommend, and implement new and revised financial management concepts, internal controls, methodologies, policies, and strategies in support of the organization’s programs.
  • You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
  • You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
  • You will provide analytical advice on financial transactions, create reports on fund status, and ensure the integrity and accuracy of managerial accounting and financial reports.
  • You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization.
  • You will promulgate approved financial management policies within the organization based on DON policy and development and issues implementing procedures.
  • You will advise senior managers on the development and revision of financial policies and programs to ensure the effective, efficient, and timely use of financial resources to achieve the organization's mission.
  • You will possess expertise in one or more Department of Navy end-to-end business processes (e.g., procure-to-pay), including knowledge of best practices, industry standards, and regulatory requirements.
  • You will oversee the day-to-day operations of the Product Teams responsible for the business processes development, execution and standardization.
  • You will coordinate with all stakeholders and workforce for capability requirements inputs while providing recommendations to executives for decisions.
  • You will effectively communicate process changes, system changes, and performance results to stakeholders while soliciting feedback and addressing concerns.
  • You will maintain process governance frameworks, including process documentation, standard operating procedures (SOPs), and training materials.
  • You will translate business needs and challenges into clear and concise business requirements for SAP’s S4/HANA implementation, to include translating business requirements into detailed user stories with clear acceptance criteria.
  • You will be responsible for gathering requirements, standardizing business capabilities within and outside the business system, to include identifying and addressing bottlenecks, inefficiencies, and risks.
  • You will define and track key performance indicators (KPIs) for the End-to-Ends or other process areas and develop and maintain dashboards and reports to monitor performance, identify trends, and drive improvement initiatives.
  • You will define and maintain a product roadmap for the business process (or processes) aligning it with the overall business strategy and goals, to include prioritizing features, enhancements, and integrations.
  • You will develop business cases for process improvement projects, outlining the potential benefits, costs, and risks.
