DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

The Police Financial Services Team in the Finance Department manages the development of the Houston Police Department’s (HPD) annual budget, currently totaling approximately $1.1 billion, ensuring efficient use of resources and compliance with financial guidelines.


The Financial Analyst IV supports budget development, financial analysis, forecasting, and reporting. This role provides insights and recommendations to internal and external partners, ensures fiscal compliance, and contributes to long-term financial planning.

RESPONSIBILITIES:

  • Assist with development, monitoring, and management of annual operating and revenue budgets
  • Coordinate preparation of the Monthly Financial and Operating Report (MoFR), including analysis of ledger accounts and operational data
  • Analyze financial data; prepare variance, forecast, and budget vs actual reports
  • Develop short- and long-term financial forecasting models
  • Recommend improvements to enhance fiscal efficiency and ensure compliance with financial policies and regulations
  • Perform statistical and financial analyses to support decision-making
  • Utilize Microsoft Office (especially Excel) and SAP in daily operations
  • Provide technical assistance and guidance to internal teams and external partners
  • Maintain effective working relationships and strong customer service
  • Perform other duties as assigned

WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.


Requirements

EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Finance, Accounting, Business Administration, or a closely related field.

EXPERIENCE REQUIREMENTS
Four years of professional experience in finance, economics, budget analysis or a closely related field is required.

Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement.

A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.

Qualifications

Preference will be given to candidates with professional experience in:

  • Budget and forecast preparation
  • Management and personnel reporting
  • Variance analysis
  • Technical assistance
  • Financial and budget analysis
  • Expenditure forecasting
  • Development of forecasting models
  • Microsoft Excel

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
