Job Description

Summary

This job involves preparing budgets, analyzing financial data, and creating reports to help manage the finances of Houston's public works department.

You'll forecast spending, track actual costs against plans, and advise managers on money matters while using tools like Excel and SAP.

It's a good fit for someone organized, good with numbers, and able to communicate clearly, especially if you enjoy working in a team and handling deadlines in a government setting.

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

  • Prepare, create, analyze, monitor and forecast monthly financial report and annual operating budget.
  • Provide monthly line-item projections based on thorough review of year-to-date actual and trends.
  • Reconcile and provide budget vs actual analysis and variance reports.
  • Performs routine technical work of average complexity involving financial and trend analysis, graphs, charts, and providing recommendations to management related to department operations.
  • Provide technical assistance and acts as liaison to service lines including monthly projection, annual budget, as well as budget transfer and journal entries.
  • Prepare and develop manuals, reports, analyses and forecasting of data.
  • Perform other duties and special projects as requested.
  • The position has significant use of Microsoft Office and SAP
  • The ideal candidate will have strong written and oral skills and be able to think critically and creatively.
  • Must be a self-starter and committed to completing tasks timely, which will include working additional hours and/or over the weekend as needed.
  • Demonstrated customer service skills; ability to establish and maintain effective working relationships with employees, internal and external stakeholders.

WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

This is a Department of Public Works & Engineering Emergency Management position at the Tier III Level.

Requirements

MINIMUM EDUCATION REQUIREMENTS

Requires a bachelor’s degree in Finance, Accounting, Business Administration or closely related field.

MINIMUM EXPERIENCE REQUIREMENTS

Four years of professional experience in finance, budget analysis or closely related field.

Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master’s degree in Business Administration, Finance, Accounting, or closely related field may be substituted for two years of the above experience requirement.

MINIMUM LICENSE REQUIREMENTS

None

Qualifications

Preference will be given to those with experience in asset management accounting and those with a high proficiency with Microsoft Office Suite.

A valid Texas Driver’s License and compliance with the City of Houston’s policy on driving (AP 2-2).


**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
