This job involves helping lead a city finance team by managing investments, banking, debt, and special funding zones that support local development projects.

  • Supervisory skills including interviewing, selecting, developing, evaluating, and disciplining staff

Full Job Description

Under general administrative direction, is responsible for assisting in overseeing the daily activities of the Financial Management Division, to include debt administration, investment portfolio management, banking services and financial analysis related to Tax Increment Financing. Performs professional-level quantitative and technical analysis, computer modeling and spreadsheet construction. Working conditions are in an office environment. Exercises direct supervision over assigned professional staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Requirements

  • Oversees the administration, compliance, and project planning for Tax Increment Reinvestment Zones (TIRZs).
  • Prepares financial plans, processing reimbursement requests, and ensuring compliance with development agreements for TIRZs.
  • Prepares and presents finance plan updates for TIRZ Board meetings.
  • Assists in administering and managing the activities of the Financial Management Division.
  • Provides computer spreadsheet and graphical representations of financial models.
  • Reviews proposed financial structuring for capital projects and prepares analytical reports pertaining to various financing questions related to Tax Increment Financing.
  • Researches and analyzes information from other City departments, consultants, and sources outside of the City, to be incorporated in various financial analyses.
  • Researches, analyzes and prepares supporting documentation in coordination with professional and management staff of various City departments and the City Attorney's Office, and Bond Counsel to provide guidance on appropriate funding sources and fiscal impact for City ordinances in accordance with established City policies and procedures and state and federal laws.
  • Coordinates and follows through to completion special and technical financial management projects and studies.
  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
  • Performs related duties and fulfills responsibilities as required.

Qualifications

  • Bachelor's Degree from an accredited college or university. A Master's degree is highly desirable.
  • Five (5) years increasingly responsible experience in finance, economics, math or accounting to include three (3) years of supervisory experience. Experience in investment banking, public administration, banking, or investments is highly desirable.
  • Designation as or pursuit of Chartered Financial Analyst (CFA), Certified Treasury Professional (CTP), Financial Planner (FP), Certified Government Finance Officer (CGFO) license is highly desirable.
Applicant Information

Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months.

One year of higher education is defined as 30 credit hours completed at an accredited college or university.
