DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Under the leadership of the Division Manager for the Houston Public Works Grants Management group, the Financial Analyst III will be responsible for supporting grant accounting and financial reporting for a grant portfolio of approximately $1 billion for disaster cost recovery and various infrastructure projects and programs such as flood hazard mitigation and transportation safety improvements. The selected candidate will support the Division Manager (DM) with grants accounting and routine grants reporting; collaborate with the DM and other teams members complete detailed balance sheet reconciliations, grant revenue and expenditure analyses, budgeting tasks, grant closeout tasks; support the DM and Financial Analyst IV in the preparation of quarterly Schedule of Expenditures of Federal Awards (SEFA report); respond to grant/audit inquiries and maintain records of grant procurement and expenditures; interact closely with Finance Grants Management to manage the grant set-up and accounting in SAP; work with project managers to prepare and submit requests for reimbursement working with a variety of grant portals across various funding agencies; maintain Standard Operating Procedure documentation of key tasks; other duties as assigned by the Division Manager and Deputy Assistant Director.
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
This is a Department of Public Works & Engineering Emergency Management position at the Tier III Level.
Requirements
MINIMUM EDUCATION REQUIREMENTS
Requires a bachelor’s degree in Finance, Accounting, Business Administration or closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Four years of professional experience in finance, budget analysis or closely related field.
Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master’s degree in Business Administration, Finance, Accounting, or closely related field may be substituted for two years of the above experience requirement.

Qualifications
Preference will be given to candidates with experience in grant accounting with SAP Grants Management module. Experience with procurement, accounts payable, budgets, and general ledger reconciliations highly desired. Must have a passion for continuous learning and improvement.
