Highly responsible administrative work in planning, organizing and supervising the financial activities of the organization.
Work involves responsibility for managing such financial policies and operations as financial reporting, accounts payable, payroll, bond sales, debt management, analysis of debt options, operating and capital budget preparation, policy development for adherence to bond resolution and legal requirements.
Work includes developing and implementing policies and programs assuring continuity, internal control and coordination of financial activities.
Performance is reviewed periodically through conferences and written reports.
Minimum Education and Experience RequirementsRequires a Bachelor's degree from an accredited college or university with major course work in finance, accounting or related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires four (4) years' experience in financial management including two (2) years high level supervisory and administrative experience.

Develops, implements and maintains complex financial reporting and control systems.
Makes recommendations to management team regarding financial planning and policy.
Analyzes and provides consultation on debt management program.
Develops financial policies in accordance with pertinent law, bond resolutions, Government Accounting Standards Board and intergovernmental agreements.
Analyzes and administers the development of operating and capital budgets.
Works with Enterprise Funds for analysis, review and preparation of financial reports.
Represents the County before community groups, service organizations and civic committees.
Attends conferences and public and professional meetings.
The Finance Supervisor develops, implements and maintains complex financial reporting and control processes.
Manages the financial reporting and general ledger group for governmental activities or business-type activities, as assigned.Performs related work as required.

Thorough knowledge of all federal, state and local regulatory requirements, as well as Government Accounting Standards Board requirements applicable to financial management and reporting.
Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.
