This job is for a top-level leader who oversees all accounting and financial operations for a major intelligence agency, handling billions in transactions, ensuring accurate records, and supporting government audits.
The role involves managing a team of about 40 finance experts across two locations and advising senior officials on complex money matters.
It's ideal for an experienced finance executive with strong leadership skills, deep knowledge of federal budgeting rules, and the ability to explain tricky financial details to non-experts like policymakers.
Director, Accounting & Finance MANDATORY QUALIFICATION CRITERIA: Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position.
Successful applicants will be distinguished from other applicants by a review of the Technical Qualification (TQs) and Education Requirements, if required.
An applicant's resume must show that their experience, education and accomplishments reflect the competence and professional standing required to provide expertise needed for this position.
RESUMES MUST NOT EXCEED TWO (2) PAGES. Resumes over the two (2) page limit will not be reviewed and will be disqualified. Resumes that do not clearly address TQs will not be adequate for evaluation.
Failure to meet a TQ requirement will disqualify an applicant. EDUCATION REQUIREMENT Bachelor's degree from an accredited college or university. TECHNICAL QUALIFICATIONS (TQs) 1.
Demonstrated and expert experience reviewing financial data, leading or approving data analysis, and using data analytics to support operational decisions that improve efficiencies or reduce cost. 2.
Demonstrated significant experience applying federal government financial management concepts, principles, policies, and procedures to financial management business functions. 3.
Demonstrated significant experience leading and managing progressively larger teams, providing strategic guidance, and developing subordinates through positive leadership, feedback, and mentoring that includes successful training and career development.
4.
Exceptional ability to communicate complex technical information clearly and concisely to non-technical audiences, including NGA senior leaders, NGA-wide audiences, policymakers, and other stakeholders.
In addition to the above Technical Qualifications, the below qualifications are also desired: 1.
Knowledge and understanding of the roles, mission, functions and organizational structure of the federal government, including the Department of War. 2.
Proven ability to manage change across large organizations, such as gaining stakeholder buy-in for the implementation of new business processes, systems and software. 3.
Demonstrated experience collaborating with commercial contractors and other government organizations to develop and implement effective shared solutions focused on increasing effectiveness, efficiency, and/or reliability of business processes.
4. Demonstrated experience in positions that require coordination and collaboration between agencies, organizations, and/or offices, with evidence supporting positive change and business outcomes.
Major Duties:
ASSIGNMENT DESCRIPTION: The Director, Accounting and Finance, in the Office of the Chief Financial Executive (FM), serves as the principal authority in the areas of accounting and financial operations, and leads the agency's accounts payable and receivable, accounts reconciliation, property accounting, and general ledger accounting.
The Director, Accounting and Finance, leads the payment, processing, and reconciliation of NGA's multi-billion-dollar transactions for all accounts, including government contracts and intra-agency transactions.
The Director, Accounting and Finance, interacts directly with senior officers across the federal government.
This is a highly visible and challenging position that often engages on behalf of the Comptroller on the resolution of highly complex, controversial, or precedent setting matters.
This position plays a critical role in supporting the annual success of NGA's financial statement audit and supporting the agency vision for continued stewardship of public funds.
The Director, Accounting and Finance, will lead a staff of approximately 40 financial management professionals located in Springfield, VA and Arnold, MO.
