Under general supervision received by the Director of Administration, the Finance Director provides executive-level leadership over the agency’s financial and administrative operations.
This position is responsible for planning, directing, and evaluating all financial activities in compliance with applicable federal and state laws, regulations, and Governmental Accounting Standards Board (GASB) requirements.
The Director oversees budgeting, accounting, procurement, facilities, records retention, travel, and administrative support functions while ensuring fiscal integrity, operational efficiency, and alignment with agency priorities.
Financial Management & Oversight
- Lead and oversee the agency’s internal financial functions, including budgeting, accounts payable, financial reporting, audits, shopping cart approvals, and other fiscal operations.
- Plan, design, implement, and control all financial activities in compliance with GASB standards, regulatory requirements, and applicable laws.
- Develop, direct, and evaluate complex financial and managerial accounting and budgeting systems.
- Assure timely and accurate preparation of financial reports that reliably reflect the agency’s financial position.
- Review designated financial closing packages and supporting documentation for accuracy and compliance.
- Establish and maintain financial management policies that ensure agency solvency and availability of funding to support all agency operations.
- Maintain integrity of all fiscal systems by ensuring programs and fiscal practices comply with federal and state rules, regulations, and agency policies.
Budgeting & Executive Financial Support
- Oversee the agency’s budgeting processes and provide consultation, accountability, and guidance to Executive Staff on budgetary matters.
- Serve as the primary financial liaison to the Comptroller General’s Office and the Executive Budget Office.
- Work collaboratively with agency leadership and funding partners to support agency priorities and funding requirements.
- Analyze financial data and leverage reporting tools to support decision-making and meet established reporting timelines.
Administrative & Operational Management
- Oversee and manage agency operational functions including procurement, facilities, records retention, accounts payable, travel administration, and mailroom operations.
- Research and resolve outstanding invoices, vendor inquiries, past-due payments, and payment discrepancies.
- Identify and correct purchase orders for past-due payments and ensure proper approvals and documentation for direct payments.
- Ensure accurate account coding, data integrity, and compliance with agency procedures.
Leadership & Supervision
- Manage and supervise the Procurement Manager.
- Provide leadership, coaching, and performance oversight to ensure quality deliverables and deadlines are met.
- Foster a collaborative work environment and maintain productive working relationships within the Division, STO, and across the agency.
- Support staff development through training, cross-training initiatives, and continuous improvement of work procedures.
Policy Development & Process Improvement
- Analyze, develop, evaluate, and revise financial and administrative policies and procedures to improve efficiency, effectiveness, and productivity.
- Identify operational gaps or weaknesses and collaborate with the Chief of Staff, Deputies, and Directors to implement improvements in the agency’s best interest.
- Ensure policies and procedures are maintained in an accurate, current, and usable manner to support quality outcomes.
Requirements
Agency Minimum Qualifications*:
A bachelor’s degree in finance, accounting or a related field and a minimum of five (5) years of progressive professional experience in accounting, finance, and/or related field. Five (5) years of supervisory experience.
Additional Requirements:Must demonstrate expertise in the use of automated accounting systems and/or financial reporting systems. Ability to identify and recommend strategies and initiatives that improve an agency's financial programs/systems. Sound knowledge of governmental accounting principles and practice, understanding of governmental financial statements, and the ability to analyze and interpret complex financial data and reports. Ability to interpret and apply rules and regulations. Ability to draw upon analysis of others and make recommendations that have a direct impact to operations. Must be a critical thinker who can reason through issues and provide solutions. Ability to establish and maintain excellent working relationships with other employees, technical staff, management, vendors and executive level staff within and outside state government. Ability to communicate effectively orally and in writing. Ability to make presentations and prepare reports. Must be sensitive to the completion of tasks and meeting deadlines. May be required to beyond the core hours.

Must be able to safely lift and carry files, books and reports weighing up to 20 lbs. Must be able to sit, stand, and walk for intermittent periods of time. Must be able to reach, bend, and twist at the waist to perform filing, desk work and operate general office equipment.

Qualifications
Extensive experience in SCEIS (SAP) is preferred.
Certified Public Accountant (CPA) preferred.
