Jail Health Services (JHS), a division of Public Health – Seattle and King County, is searching for a Finance & Administrative Services Manager to foster a culture of collaboration, teamwork, strategy, planning, and optimal financial performance within the division.


The Finance & Administrative Services Manager will lead and oversee various financial, strategic, and administrative responsibilities within the division.

A primary role will be to advocate for needed resources and funding support to provide necessary care and service to patients/clients served by the division.

With guidance from the Division Director and in alignment with King County and Public Health policies, this position will lead financial policy and practices, as well as strategic planning and data/reporting in the division.


Driven by a patient-centered, anti-racist, and budget equity approach, the Finance and Administrative Services Manager models transparency, innovation, and inclusion wherever possible.

This position leads budget reviews and decision processes, budget maintenance and forecasting, oversees financial processes, and monitors and reports expenditures and revenues.

This leader also provides regular communications, data, and reports to inform key financial decisions, strategic initiatives, and business planning needs.


As a member of the JHS Leadership Team, the Finance and Administrative Services Manager will partner with various teams and leaders to execute strategies to further the division’s overarching goals.

This requires someone who is comfortable with ambiguity, open-minded, exemplifies high ethics and integrity, emotional intelligence, and builds trustful and collaborative relationships across various roles and teams within the division.

The Finance and Administrative Services Manager reports to the JHS Division Director and will supervise various roles, including the JHS Finance Team.

This position requires an adaptable, approachable, and innovative leader that can navigate complex budget and financial processes, be a trusted advocate for division financial needs, participate in division strategic planning, and remain aware of operational changes and budget opportunities that serve the division.


The ideal candidate will have extensive experience in government, public health, or non-profit work environments, have a background in budget management, accounting, or a similar field, bring a strong skillset in writing narratives and financial descriptions that support budgetary asks, have effective collaboration and partnership skills, and ability to lead through change and process improvements.

We are looking for candidates who are passionate about serving others and making a positive impact in our community by supporting infrastructure (staffing, supplies, equipment, etc.), division strategic initiatives and compliance requirements to provide high quality care and service to our patients/clients.

About Jail Health Services: JHS provides needed health and social services to the incarcerated population located in the King County jails – King County Correctional Facility (KCCF) in Seattle, WA and Maleng Regional Justice Center (MRJC) in Kent, WA.

The primary services we provide include medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services.

We care about the patients we serve and their health outcomes.

Our division includes over 250 employees and an annual budget of approximately $65 million.

Work Schedule

Typical schedule for this position is Monday through Friday, 8:00 am to 5:00 pm with some evening, night, and weekend work as necessary. This non-represented position is designated exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.


Remote and Onsite Work

The Finance & Administrative Services team works in a hybrid model, with days in the office as well as telecommuting.

The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location will be at the Chinook Building, located at 401 5th Ave, Seattle, WA 98104.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Requirements

Budget & Finance Coordination, Development & Implementation

  • Collaborate with division leadership team and other managers to identify, clarify, and process budget proposals.
  • Perform costs analyses and modeling for potential changes in funding or program operations; make recommendations based on findings.
  • Partner with subject matter experts and other King County teams to write budget narratives and additional documentation to support and defend budget proposals.
  • Implement budget changes with clarity and change management principles.

Leadership and Supervision

  • Lead and participate in division strategic planning and related initiatives.
  • Uphold and integrate patient-centered, anti-racist, equity principles and related values into leadership approach and all related work.
  • Model collaboration, transparency, creativity, and emotional intelligence in division partnerships.
  • Demonstrate and support a high level of integrity and ethics.
  • Ability to navigate ambiguity with curiosity and humility.
  • Recruit, hire, and orient staff.
  • Delegate, assign duties, train and coach staff.
  • Supervise the JHS Finance Team and other roles as assigned.
  • Evaluate performance, coach and support staff on goals and career development.

Oversee Financial Performance

  • Provide key information and collaborate with Division Director on overall budget control and monitoring.
  • Oversee position control and link to budget. In consultation with division leadership team, approve recruitment and hiring activity.
  • Approve purchasing.
  • Develop and present financial reports to division leadership team, department leadership, budget-related roles and executive representatives to support financial forecasting and monitoring.
  • Partner with division leadership team and other managers to collaborate and monitor spending to ensure it is within budgeted appropriation authority and awarded revenues.

Oversee Contracting, Procurement, and Accounting.

  • Design and maintain JHS chart of accounts/budget structure in the county’s financial and budget systems.
  • Partner with division HR team to ensure employee payroll coding is correctly recorded to various funding sources.
  • Partner with division managers seeking and managing grant funding.
  • Support development of grant budget proposals.
  • Participate in negotiation of accounts receivable contracts and agreements.
  • Oversee billing and collection of revenues, including local, state, and federal grants.
  • Support development, negotiation, and management of accounts payable contracts from RFP through selection and administration.
  • Oversee procurement activities and ensure compliance with Public Health and King County policies, and requirements of all funders.
  • Assign, review, and approve fiscal adjustments prepared by division finance staff.

Qualifications

  • Ability to summarize and communicate detailed, complex financial and policy information in a concise manner for a non-financial audience including division staff at all levels and policy makers/elected officials.
  • Excellent oral and written communication skills that are tailored to the audience.
  • Experience in supervision, human resources, coaching, and quality improvement principles and practices.
  • Intermediate Microsoft Excel proficiency including the ability to create and use pivot tables, charts, and formulas.
  • Demonstrated skills in using spreadsheets for creating, maintaining, analyzing, and presenting data.
  • Demonstrated skills and experience handling several projects or tasks simultaneously, meeting multiple deadlines, and adjusting to changing priorities.
  • Skill in motivating and inspiring others, commitment to quality work, positive perspective, and commitment to collaboration and teambuilding.
  • Ability to work as a collaborative partner, effectively working with other leaders toward division and shared goals.

  • Experience working in a Correctional Healthcare field.
  • Demonstrated experience applying equity, anti-racist, inclusive, and transparent practices in review of budget, policy, and financial matters.
  • Vast experience and skill in tailoring communications, complex financial reports, policy information, and contracts to a wide variety of audiences, including elected officials.
  • Advanced proficiency in Microsoft Excel and financial systems.
  • Demonstrated experience leading and supervising others, mentoring, coaching, and developing others.
  • Skill and ability to solve complex problems at systems level, involving health, corrections, and political topics.

Additional Information Public Health - Jail Health Services follows and maintains federal and state requirements standards including, but not limited to, Prison Rape Elimination Act (PREA) standards which apply to all public and private institutions that house adult or juvenile offenders.

PREA standards preclude the department from hiring or promoting anyone who has engaged in, or been convicted of any conduct which would violate PREA standards related to sexual assault including:
