Full Job Description

Public Health — Seattle & King County is seeking interested applicants to fill a Finance and Administrative Services Manager position within our Community Health Services Division (CHS).

As a member of the CHS Leadership Team, you will partner with other teams and leaders to execute strategies to further the Division’s overarching goals, lead budget reviews and decision processes, budget maintenance and forecasting, oversee financial processes, and monitor report expenditures and revenues. The Finance and Administrative Services Manager will also provide regular communication, data, and reports to inform of key financial decisions, strategic initiatives, and business planning needs. This position reports to the CHS Division Director and will supervise 1 Finance Manager and 2 Administrative Specialist II's.

The Finance and Administrative Services Manager will be responsible for overseeing both financial and administrative services functions within the Division.
  • Financial functions typically include: accounting, financial analysis, and budget.
  • Administrative functions typically include: asset management, customer service or other areas of general administrative support.

Background
Community Health Services is the largest of 7 divisions in Public Health– Seattle & King County with over 600 employees and an annual budget of $190 million for 2026-2027. Approximately 70,000 clients receive health services annually through the programs, partnerships, and Public Health Centers we operate. The purpose of CHS is to assure that basic health and human services are available to the most vulnerable people in King County. We also assure access to quality services through partnerships and regional programs. We are a Healthcare for the Homeless (HCHN) Health Resources and Services Administration (HRSA) grantee and a federally qualified health center, providing services to people experiencing homelessness, recent immigrants and refugees, people with medical and behaviorally complex conditions, and people with limited English proficiency. Our direct services include an array of parent child health programs, family health, refugee screening, travel immunizations, dental, and family planning. Our Title X Family Planning provides the full range of family planning services, including pregnancy options counseling and referrals for prenatal care, pregnancy termination or adoption services. Our direct services are located throughout King County and offered at eleven public health centers, in centers where we are co-located with other providers, school-based health centers, and through our mobile medical vans.

Public Health – Seattle & King County ("PHSKC", "Public Health", or "the department") is the Public Health Department for King County, Washington which includes 39 cities, including the City of Seattle, and unincorporated areas. Public Health is one of the largest metropolitan health departments in the United States with over 1,600 employees. With a biennial budget of nearly $1 billion, the department serves approximately 2.3 million people of King County who reside in urban, rural, shoreline, foothill, and mountain communities with distinct environments and unique public health needs. We operate primary care, dental, sexual and reproductive health, parent child health, and other health care-related services throughout King County across 40 sites and mobile clinics. King County is an international port of entry, welcoming nearly 40 million visitors annually. Over 100 languages are spoken by King County residents.

Work Schedule
The typical work week is Monday through Friday, 8:00am5:00pm, 40 hours per week. This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and is not overtime-eligible.

Remote and Onsite Work

The CHS Division Leadership team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Requirements

  • Oversee a combination of the finance, accounting and budget functions.
  • Coordinate the preparation, implementation, and monitoring of operating and capital budgets.
  • Oversee a combination of primary administrative support functions for CHS division such as human resources, local area/wide area networks, other technology functions, fleet maintenance, facilities and asset management, customer account services, codes and contracts, and general administrative support services.
  • Identify and assess division projects/programs and financial requirements; participate in developing strategic planning and project/program implementation efforts.
  • Serve as a member of the CHS Division’s management team.
  • Identify and assess policy and procedural issues and make recommendations to management on recommended courses of action.
  • Manage the work of staff to include; recruitment and selection, discipline and termination, work assignments, employee development and performance evaluation.
  • Perform other duties as assigned.
