Full Job Description

This position is responsible for carrying out a variety of health information functions.

The incumbent performs duties related to the receipt, scanning, indexing, and destruction of health and administrative information.

This position is located in the Community Care Department of the Chief Of Staff's Office located at the VA Medical Center, Huntington, West Virginia To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/23/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: General Experience: You must have 1 year of general experience including progressively responsible clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the File Clerk position OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have 2 years of education above the high school level.

Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable OR, Combination: Applicants may also combine education and experience to qualify at this level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Major Duties:

The file clerk is responsible for carrying out a variety of health information functions.

The incumbent performs duties related to the receipt, scanning, indexing, and destruction of health and administrative information.

Major Duties Include, but are not limited to: Interface with personal computer (PC) applications as well as numerous Vista applications.

Ensure that all necessary health/administrative information is integrated into Computerized Patient Record System (CPRS) through the PC scanning software and hardware.

Maintain a daily productivity log of scanning and indexing activities. The productivity log will be provided to the Chief of Community Care as requested.

Responsible for tracking, retrieving and performing follow-up activities on health records.

Properly coordinate record transfers, record follow-up, and record scanning, and indexing functions with clinical team members.

Sorts loose health record documents received daily, scan and indexes materials accordingly on a timely basis and within established guidelines; and makes the proper disposition of documents for unavailable records.

Undertake a variety of miscellaneous duties not limited to, but including; requesting reports from community providers and answering the phone as assigned by the Chief of Community Care or Deputy Chief of Staff.

Responsible for following all occupational health, fire, and safety instructions during the performance on the job and movement throughout the facility.

Responsible for interacting with others in a manner that fosters favorable relations as set forth in the facility policy on human relations.

All other duties as assigned by the Chief of Community Care or Deputy Chief of Staff. Work Schedule: Full-Time, Monday - Friday, 8:00am - 4:30pm Telework: This position is not authorized for telework.
