This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

This position located in the Facility Operations Office, Facility Services, Integrated Support Services (ISS), Library of Congress (LC).
The incumbent supports the management of facilities and equipment within the Library of Congress, focusing on Library facilities to include physical structures, utilities, surrounding grounds, custodial and food services.
This position performs a variety of administrative services to inspect, maintain, repair/modify facilities, and to operate facility programs and services efficiently.
This role ensures the stewardship of assets and facilities, promoting their use and enjoyment while protecting natural and cultural resources.
A routine validated pre-placement physical examination performed by the Library's Health Services Division is required as a condition of assignment to this position.
The incumbent will participate in the evaluation of all building maintenance, alterations, deficiencies, and repairs such as: electricity, air conditioning, heating, telephones, elevator service, and special equipment maintained in office space.
Conducts onsite inspections and create work orders for repairs, etc. Serves as the point of contact for facility related issues for assigned facilities.
Monitors and updates facility project management databases to ensure data accuracy.
May be assigned to serve as the Library's Contracting Officer's Representative (COR) and liaison with the contractor(s) who provide services to the Library.
Ensures contract compliance by applying established plans and procedures to evaluate contractor activity and quality assurance inspections.
Aids in the evaluation of contractor studies and provides technical assistance for the design, development, integration, and evaluation of various systems for an assigned project.
Ensure quality and timeliness of work performed by contractors. Participates in the development of Statement(s) of Work based on facility and customer support requirements.
Works collaboratively with the ISS contracting administrator and the contracting officer to issue contract as required.
Analyzes and assesses contractor effectiveness for long-term, extensive technical service contracts and/or general service contracts, including monitoring the status of contract performance and approval of progress payments, reviewing and providing recommendations on contractor proposals resulting from change orders, scheduling, problems that arise and proposed solutions, verification of deliveries, and similar activities.
Maintains sole responsibility for the oversight of all facility related contract and support requirements within their purview including custodial, trash removal, pest control, recycling, storage, food vending, hazmat, contract labor, carpet, rent, furniture installation, etc.
Aids in the evaluation of contractor studies and provides technical assistance for the design, development, integration, and evaluation of various systems for an assigned project.
Provides technical assistance to contractors, within delegated authority determines approaches and solutions to solve issues or problems, such as determining facilities deficiencies and preparing packages for unusual or new construction and repair.
