This job involves managing and supporting the operations of healthcare facilities for veterans, including planning maintenance, overseeing contractors, and ensuring smooth day-to-day functioning across multiple sites in Tennessee and Kentucky.
A good fit would be someone with hands-on experience in building maintenance or facility management, who is organized, detail-oriented, and comfortable handling budgets and teams in a government or healthcare setting.
This position is in the Clarksville Community Based Outpatient Center, Tennessee Valley Healthcare System, Veterans Health Administration.
The incumbent provides support for the Clarksville Area Service (CLAS) health care delivery system which includes various geographically dispersed medical facilities which provides care and healthcare management to over 20,000 Veterans spread across northern middle Tennessee and southern Kentucky.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual occupational requirements listed below: Specialized Experience: Applicants must have qualifying specialized experience for positions above the GS-5 grade level.
Examples of qualifying experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

To qualify based on education for this grade level you must have Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
(TRANSCRIPTS REQUIRED) ADDITIONAL QUALIFICATION REQUIREMENTS: In addition to the Time-in-Grade Requirement and Individual Occupational Requirement, you must also meet the specialized experience/education requirement as described below to qualify for the Facility Operations Specialist position at the GS-09 grade level.
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Qualifying specialized experience is defined as: Evaluating operation and maintenance capability in terms of manpower and materials, Financial planning and control including determining and forecasting funding requirements for facility operation and maintenance, Project coordination relating to space moves, Analyzes reports for budget submissions, scheduling, controlling and forecasting manpower and work load requirements, and to ensure compliance with JCAHO and other requirements.
Development of new contracts and administration of existing contracts.

OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.
or J.D., if related. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond a bachelors degree in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09.
The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Physical Requirements: Work is primarily sedentary, although visits are regularly made to on-site work areas where the incumbent may be required to bend, stoop, or climb ladders to perform inspections of equipment and building spaces.
During visits to work sites, the incumbent is exposed to working conditions like those of a journeyman level mechanic. Work areas may be hot, cold, dusty, or dirty.
Work environment also includes visits to contracted work sites where some moderate risks/discomfort may be involved. May also require some protective gear to be worn.
The work may require the incumbent to drive a motor vehicle. If so a valid drivers license maybe required.

Major Duties:
The core duties of this position include but are not limited to: Oversees all maintenance contracts for the Clarksville CBOC including development of new contracts and administration of existing contracts.
Determines labor and material costs for maintenance and repairs. Establish/maintain program for preventive maintenance of buildings, equipment, utilities, expendable/non-expendable equipment.
Evaluates work performed by lessor to ensure it is completed satisfactorily and in a timely manner. Receives, evaluates, checks coding and releases work orders.
Responsible for project coordination relating to space moves. Corrects deficiencies through use of contracted repair/utility personnel or as part of a larger project funded through HQ.
Provides/coordinates annual safety training for all staff. Updates Emergency Operations Plan and Hazard Vulnerability Assessment by suspense date.
Performs comprehensive safety evaluation of facilities and submits report quarterly. Assumes personal responsibility for self-improvement and career goals.
Inspects construction efforts in conjunction with local POCs. Works closely with Engineering Chief and Shop Supervisors to coordinate issuing/closing of work orders.
Monitors maintenance program using automated facility management programs.
Liaison between Clarksville Staff, building owner and the ELT regarding the facility, key control issues, emergency and facility issues.
