About the Position: This position is located at Madigan Army Medical Center, Tacoma Washington. A recruitment or relocation incentive may be authorized.

Salary negotiation may be available for those candidates who are new to Federal service.

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes assisting in the management of building or facilities maintenance programs, overseeing repairs and inspections, and monitoring lifecycle costs.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, industrial arts, property management, or business administration OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Major Duties:

  • Serves as the facility operations specialist responsible for a medical treatment facility (MTF) characterized by equipment and facilities with complicated technical requirements that have no clear precedent or plan.
  • Plan and coordinate all work requirements and complex projects to maintain Joint Service patient care buildings.
  • Plan and estimate job orders for repair, alterations, equipment installation, and construction of facilities.
  • Serve as the Contracting Officer Representative (COR) for facilities construction and service contracts.
  • Maintain a safe environment and implements systematic processes that identify and eliminate safety hazards to patients, staff, and visitors.
  • Manage the annual budget, projects design, and construction, service contracts and annual utility costs.
  • Analyze data from automated systems to assist in forecasting budget requirements over the Program Objective Memorandum cycle.
