The primary purpose of this position is to serve as the Facility Manager, performing operations and maintenance (O&M) duties in support of the 603d Air Operations Center (603d AOC).

CONDITIONS OF EMPLOYMENT (cont) Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Emergency Essential: This position is Emergency Essential (E-E).

In event of a crisis situation, the incumbent, or a designated alternate, must continue to perform the E-E duties until relieved by proper authority.

The incumbent or designated alternate may be required to take part in readiness exercises.

This position cannot be vacated during a national emergency or mobilization without seriously impairing capability of the organization to function effectively.

This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status.

Incumbent is exposed to all conditions both inside the facilities and outdoors, at construction sites, while climbing ladders, and in hazardous chemical and noise environments.

Incumbent is required to wear appropriate protective clothing, devices, hard hats, etc., in hazardous areas.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 1640.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Knowledge and experience in general facilities and facility management practices, project management, and practical knowledge of facility, civil and other principles to support intelligence, secure communications and physical protection of Air Force infrastructure.

Knowledge of the professional and ethical considerations involved when required to perform a technical review of facility design documents.

Knowledge of Public Law, DoD directives and regulations, AF regulations and policies to ensure compliance with engineering, design, facilities, environmental and contracting guidelines in the development, design, or processing of all projects and programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of and experience in activities that involve managing the operation, maintenance, and repair of buildings, grounds, and expensive support equipment; facility and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; and standard contracting regulations, practices, and procedures.

Working knowledge of electrical (Both European and American Standards), plumbing, air conditioning, heating, telephones, security systems, fire alarms, fire protection, lightning protection, grounding and physical security systems; and Air Force Civil Engineering policies and practices related to facilities management and alteration; and program planning and budgeting cycles to ensure project and program requirements are based on funds availability.

3. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 4.

Skill in adapting and applying facility guidelines; analyzing results; recommending changes to deal with complex and unique facility issues; and gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, making recommendations to resolve problems; and reading and interpreting paper- or computer-based engineering drawings and schematic diagrams to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects.

Ability to plan and organize work; analyze, interpret, and apply rules, regulations, and procedures in a variety of situations; recommend timely and economical solutions; coordinate with other disciplines and architects; and plan, conduct, and record site/facility surveys and inspections.

6. Ability to communicate effectively, both orally and in writing, negotiate complex issues, and maintain good working relations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and directs the work requirements of the 603 AOC to maintain the primary facilities assigned on real property records.

Oversees facility management resources and requirements including service contracts, financial programs, space utilization, and information resources.

Implements and evaluates programs to account for facility requirements and facility safety risks related to real property in use by the 603d AOC and 603d ACOMS located at Ramstein AB, Germany.

Supervises, Attends staff meetings, working groups, and coordinates with various personnel to accomplish facility work and logistics efforts.

Quality Assurance Evaluator: Serves as Quality Assurance Evaluator (QAE) by monitoring contract administration (quality requirements only) and contract performance.
