Job Description

Summary

This job involves supervising a team in the operations flight of an Air Force civil engineer squadron, managing the maintenance, repair, and overall functioning of military facilities and equipment.

The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the subordinates assigned to the Operations Flight, 18th Civil Engineer Squadron.

Conditions of Employment Continued: 1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 2.

The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position. 3.

Serves "on call" and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day. 4.

This position is emergency essential (E-E).

The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.

During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises.

This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.

This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. 5.

The incumbent must be able to obtain and maintain a secret security clearance. 6. This is a drug testing designated position. The incumbent is subject to random testing for drug use.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Facility Operations Services Series 1640 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of qualifying specialized experience includes: Knowledge of a comprehensive range of principles, concepts, and practices concerning facilities and equipment operations and maintenance with highly complicated technical requirements that do not have a clear precedent such as Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.

Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.

Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Knowledge of broad operating capabilities and maintenance requirements of various kinds of facilities, physical plants, and equipment; practical knowledge of engineering principles, concepts and practices that govern the management of facility and infrastructure operations and maintenance; improvement and modernization; repair and minor construction; and associates base support services for numerous complex and diverse systems and facilities.

Knowledge of Civil engineering practices and principles; well versed on numerous pieces of machinery/vehicles.

Knowledge of environmental, safety occupational health, and security regulations, practices, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4.

Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5.

Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and oversees the activities of the 18th Civil Engineer Squadron, Operations Flight.

Exercises supervisory personnel management responsibilities Identifies and analyzes logistical requirements, planning on a quarterly basis the overall use of resources, both personnel and materials.

Attends staff meetings, working groups, and coordinates with various personnel to accomplish facility work and logistics efforts.

Represents the 18th Civil Engineer Squadron with a variety of installation and functional area organizations.
