Job Description

Summary

This job involves overseeing the planning, building, and maintenance of facilities for a naval oceanography and meteorology center, including managing budgets, coordinating with various government and external partners, and ensuring projects meet long-term military needs.

Full Job Description

You will serve as a FACILITIES OPERATIONS SPECIALIST (PROGRAM MANAGEMENT) in the OFFICE OF THE TECHNICAL DIRECTOR of FLT NUMER OCEANGPHY METEO CTR.

Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience utilizing engineering and construction concepts, principles, methodologies, standards and practices sufficient to meet requirements.

Experience preparing instructions, contracts and notices on matters that pertain to facility construction, maintenance, repair, and operation.

Experience participating in the preparation, review, and maintenance of engineering drawings, maps, charts, card files, and similar records to reflect requirements, assets, and facility deficiencies and excesses.

Experience formulating, writing, and editing directives, facilities requirements justifications, and general correspondence, as well as engineering drawings and publications.

Experience preparing and presenting briefs, presentations, and factual reports, both orally and written to high-level management personnel.

Experience collaborating with DON naval components, State of California, other agencies and vendors to facilitate studies and projects to support the operational mission.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will direct facility planning, special projects, and military construction (MILCON) programming and execution.
  • You will work closely with host commands inside and outside of the DoN and naval components that have a primary interest in facilities under study.
  • You will analyze findings, discuss and negotiate with concerned parties for approval of recommendations and proposals and act as the FNMOC point of contact for all HPC center-related facility programs.
  • You will prepare and review justification, technical, and engineering requirements information for facility special projects submission under the shore facilities planning system.
  • You will consult with CNMOC and Naval Information Forces (NAVIFOR) and recommend acceptance, rejection, or modification of proposals.
  • You will secure and participate in the preparation of, and justification for, new facilities, cost estimates, environmental impact assessments, and other supporting material.
  • You will define and coordinate the goals and timeline for the project(s), as well as developing strategy to meet long-range (five- to ten-year) facilities goals with consideration of innovative solutions to support future Fleet requirements.
  • You will develop budget submissions and manage the budget, timeline, and resources to support project requirements, monitor problems, provide solutions, and implement changes as necessary to ensure the project timeline is followed.
  • You will be the subject matter expert (SME) and lead for facilities requests for information (RFI) and taskers from higher headquarters, congressional inquiries, and government offices.
  • You will be required to make regular reports on the progress of the FNMOC facility program and projects to internal and external stakeholders, including directly to O6 and Flag-level leadership.
  • You will engage with NAVFAC, NAVREG SW, and Naval Support Activity Monterey to incorporate the microgrid and additional resiliency capabilities into a future MILCON.
  • You will develop, implement, and oversee an EPEC program, ensuring that all FNMOC programs and FNMOC facility projects comply with all applicable Environmental Protection and Energy Conservation policies, directives, instructions, and initiatives.
