The primary purpose of this position is: Serves as a senior level programming analyst to analyze, develop, and evaluate issues, and direct the preparation and presentation of NAF-wide inputs to the Future Years Defense Plan (FYDP).
The incumbent will apply extensive readiness inspection team skills, readiness exercise insight, military planning, and deployment tools.
ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

This position has access to classified information. Overtime may be required as workload demands. Limited area of consideration to Command-Wide (AFRC) AF Internal or AF DCIPS Candidates only.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
Examples of specialized experience includes (1) applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations; (2) working with military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; (3) planning, organizing, and developing studies or projects, making recommendations on substantive operating programs, and negotiating effectively with others to accept and implement recommendations, where the proposals involve substantial resources.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery level knowledge of COCOM, MAJCOM (including AFRC), NAF/CNAF, and AFRC Force Generation Center (FGC) exercise planning/readiness policies, including the deliberate and contingency planning and processes for the purpose of integrating AFRC operational units and forces into joint/interagency world-wide exercises.
Mastery level knowledge of military operational principles, practices, and organization; ability to recognize the interrelationships of the various aspects of exercise planning, and skill in integrating and analyzing such information in order to evaluate and make appropriate recommendations as well as to report on the status of events.
Mastery level knowledge of Air Force and AFRC operation concepts, logistics policies and procedures, and financial management methods and procedures applicable to the management of resources, including personnel management procedures and policies as they relate to NAF operational units and forces.
Mastery level knowledge and ability to develop and advocate for programmatic and Congressional resources using the Department of Defense Planning, Programming and Budgeting System (PPBS) and National Guard and Reserve Equipment Appropriation (NGREA) to ensure appropriate resources are procured to support Wing and Direct Reporting Unit (DRU) readiness, modernization, and recapitalization.
Mastery level knowledge of Program Objective Memorandum (POM) process to identify unit requirements to satisfy National Defense Strategy and to develop budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers submissions to meet those requirements.
Knowledge of analytical and evaluative methods and procedures, and skill in evaluating plans and exercises to develop comprehensive reports.
Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintain good order, discipline and working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Represents NAF Wings and DRUs as the primary Exercises Operational Planner, executes planning activities, provides strategic/operational guidance, and assists on all matters relating to NAF exercise activities.
Coordinates with exercise branch of the AFRC Force Generation Center (FGX), HQ USAF, MAJCOMs and COCOMs.
Actively participates in strategic planning and budgeting to improve organizational direction and focus using strategic planning tools and techniques.
Represents NAF Wings/DRUs and coordinates with COCOM, MAJCOM, NAF/CNAF, and AFRC FGC in exercise planning meetings and conferences where NAF operational units and forces are projected to participate in future Air Force, joint, or interagency world-wide exercises or activities.
Conducts, leads, and/or participates in the activities in NAF A5X to ensure the Exercise Plans Branch/Readiness Branch complies with legal and regulatory requirements and meets customer needs.
Actively manages NAF planning and programming decisions to meet Air Force and MAJCOM requirements.
