This role acts as the top aide and strategist to the director of a key logistics division in the Air Force's training command, helping to plan, run, and improve programs that support military operations.

The primary purpose of this position is to serve as the executive officer and principal strategic advisor to the HQ Air Education and Training Command (AETC/A4) Director.
CONDITIONS OF EMPLOYMENT CONTINUED: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period OR 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Support Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of directorate level plans and programs for conducting logistics projects.
Mastery knowledge or administrative and personnel requirements, and on behalf of the director, possess a high level of tact and diplomacy to interact meet and deal effectively with senior level officials, to direct coordination on mission essential projects.
Expert knowledge and skill in conducting program studies and requirements review.
Knowledge of staff responsibilities in order to accurately plan, organize and direct effective team study work and to negotiate effectively with management and other disciplines to accept and implement recommendations.
Expert knowledge and skill in the interpretation, application and implementation of DOD, AF, AETC and local instructions, concepts, procedures, guidance and policy, concerning numerous installation missions, operations and programs.
Knowledge of Air Force, command programs, goals, objectives, missions and operations sufficient to develop, evaluate and implement a wide variety of efficient and effective support programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Expert ability to conduct research, analyze a wide variety of programs/policies/procedures, evaluate program effectiveness/efficiency, recognize problems/weaknesses/issues/constraints and impacts on other programs, summarize results, make appropriate recommendations/changes and develop short term and long range administrative and management support plans, and to summarize results, and make appropriate recommendations.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Serves as the executive officer and principal advisor to the Director and Deputy Director. Plans, directs, implements and coordinates directorate's objectives and goals.
Schedules and provides procedures and guidance to develop the Program Management Review presentations to provide status of the Divisions' programs to the Director and Deputy Director.
Develops detailed, logistically sound itineraries for distinguished visitors to AETC/A4 to include tours and briefings, flight information, transportation and lodging requirements, meal plans and any special needs of the visitors.
Responsible for other special programs or projects on an as required basis; for example, organizational climate surveys, welfare committees, and other projects as approved by the Director.
