Full Job Description

This is a Tier 1 Position. Salary for Tier 1 positions in Army are normally between $199,172 and $209,600.

"This critical acquisition position requires Level PRACTITIONER certification in acquisition functional area TEST AND EVALUATION".

To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) related to this position within your resume.

MANDATORY TECHNICAL QUALIFICATION (MTQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualification.

MTQ: Professional expertise and broad background in the application of advanced engineering, scientific and operations research theories, principles, practices, and techniques and/or systems analysis as evidenced by academic credentials, experience, and standing among peers in the T&E and scientific community.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQ, you may not receive further consideration for the position.

There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

ADDITIONAL REQUIREMENTS: THIS IS A SENIOR EXECUTIVE SERVICE (SES) LEVEL CRITICAL ACQUISITION POSITION. This is a Critical Acquisition Position.

Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated: Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.

Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area.

The exception is Program Management, which requires Practitioner or higher Career Category Level certification.

The assigned Career Category/Functional Area and Career Level Certification Category can be found on the sequenced position Conditions of Employment data fields in the header of the PD/PRD.

Foundational Career Level Certification Category or Contracting Professional Certification must be met within 3 years. Practitioner Career Level Certification Category must be met within 5 years.

Advanced Career Level Certification Category must be met within 4 years.

"This critical acquisition position requires Level PRACTITIONER certification in acquisition functional area TEST AND EVALUATION". Major Duties:

The Executive Director of Operational Test Command (OTC) independently exercises technical direction and oversight responsibilities over the command's test and evaluation mission which significantly contributes to the Army and Joint Warfighter's success on current and future battlefields worldwide.

Exercises oversight responsibilities over the conduct of realistic, objective, operational tests, assessments, and experiments on weapons, equipment, and doctrine using state-of-the-art technology.

Reviews test programs and provides expert advice on test procedures, techniques and instrumentation.

Resolves complex problems in diverse engineering and scientific disciplines and makes final decision on controversial technical issues cutting across other Army commands and DOD departments.

Success of command mission has a substantial impact on the U.S. and allied national defense efforts and posture. Responsible for a budget for over $105M.

Serves under the general supervision of the CG, ATEC, who delegates overall responsibility for the technical control, coordination and management of OTC programs and objectives.

Oversees a workforce of over 1000 military, government civilian, and contracted members; directly supervises personnel at the NH-04 levels. Executes contracts in the amount of $57M.
