This is a Tier 1 Position.

Salary for Tier 1 positions in Army are normally between $199,172 and $209,600 Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution.

TECHNICAL QUALIFICATION (TQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualification.

TQ: Knowledge and ability sufficient to independently anticipate and resolve major challenges in order to ensure the health of DoD's joint munitions capabilities.

Skilled in communication in order to manage public and private enterprises that constitutes the joint mission for the DoW.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQ, you may not receive further consideration for the position.

There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

ADDITIONAL REQUIREMENTS: THIS IS A SENIOR EXECUTIVE SERVICE (SES) LEVEL CRITICAL ACQUISITION POSITION.

As this position is designated as a Key Leadership Position (KLP), which is a subset of a Critical Acquisition Position (CAP), the selectee must meet all required KLP certification standards at the time of assignment or have an approved waiver signed by the Army Acquisition Executive.

This is a Critical Acquisition Position (CAP).

Unless specifically waived by the appropriate Army official, (i.e., the Army Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under Chapter 87 of Title 10, United States Code (U.S.C), Section 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C.

1732 and 1737): Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.

In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.

"This critical acquisition position requires ADVANCE certification in Acquisition Functional Area (ACF), Life Cycle Logistics (LCL)". Major Duties:

This position serves as the Command's principal civilian authority for the Army's munitions production and logistics enterprise, providing comprehensive managerial leadership, control, and policy direction over diverse and interrelated ammunition missions.

The incumbent advises senior leadership on all matters involving munitions production, logistics, storage, demilitarization, and industrial base operations, ensuring seamless integration of these functions from the strategic to the tactical level.

Key responsibilities include strategic management of mission functions, participation in policy and plan development, and continuous assessment of organizational performance.

The role directs and coordinates the planning and execution of programs to meet short- and long-range objectives and holds substantial authority in setting goals, making organizational changes, and approving budgets.

The incumbent oversees extensive resource management, including funds, personnel, facilities, and infrastructure, and provides direct supervision and technical guidance to subordinate divisions.

The position also represents the munitions enterprise at senior level engagements across the Department of the Army, DoW, other Services, Congress, foreign partners, and industry.
