Summary

This role combines epidemiology, biostatistics, and informatics to analyze public health data, prepare reports on disease outbreaks and emergency threats, and improve data systems for the City of Houston's health department.

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

  • Prepares reports, presentations, and articles for scientific and non-scientific journals on disease investigations and preparedness for nuclear/biological/chemical threats.
  • Ensures compliance with established protocols and quality assurance.
  • Coordinates with Epidemiology and HIV prevention bureaus and responds to potential and/or actual emergency public health events and is available twenty-four hours a day, seven days a week.
  • Participates in grant/research writing and/or other projects to procure supplemental funding for state-of-the-art surveillance instruments and technologies.
  • Data requests fulfillment, validation and tracking.
  • Develops strategies for monitoring lab and case data and protocols for improving data for the City of Houston.
  • Collaborate with internal and external stakeholders.
  • Knowledge and experience using data analysis software (e.g. SAS) and data visualization software (e.g. Power BI)
  • Assist with Data Modernization activities including conducting stakeholder interviews, collaborating closely with stakeholders to produce reports, and creating visualizations.
  • Support other Informatics projects/tasks and be proactive, resourceful, self-directed, highly organized, and able to work independently and efficiently
  • Performs other duties as requested by Supervisor, Manager, Bureau Chief, or Assistant Director.



WORKING CONDITIONS
The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

Requirements

EDUCATIONAL REQUIREMENTS
Requires a Master's degree in Public Health, Epidemiology, or Biostatistics with at least two advanced statistical courses taken during graduate program.

EXPERIENCE REQUIREMENTS

Four years of experience in public health, epidemiology, or biostatistics; with at least two years of biostatistics experience. Candidates must pass a skills test in statistical or script development programming.

Qualifications

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

Strong preference given to candidates with a background in data and/or informatics, and experience working with various statistical and visualization software.

Grants & Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
