Job Description

Summary

This job involves leading a small team to help public agencies recover from disasters by managing grant applications and ensuring projects get funded through federal or state programs.

It requires organizing tasks, tracking progress, and communicating clearly with partners to meet deadlines and follow rules.

Key Requirements

  • Bachelor’s degree and two years of related experience in disaster recovery or grant management
  • Knowledge of federal disaster recovery statutes, regulations, and guidance (preferred)
  • S.C. Certified Emergency Manager certification or equivalent (preferred, or obtain within three years)
  • Proficiency with Microsoft Office applications, including Excel
  • Ability to navigate online systems, databases, and grants management tools
  • Strong organizational skills to manage workloads, track projects, and meet deadlines
  • Effective communication skills in written and oral forms with applicants, subrecipients, and federal partners
  • Physical ability to perform light duties, including occasional lifting up to 25 pounds and working on uneven terrain for site visits

Full Job Description

Manages activities associated with disaster recovery as part of the Public Assistance (PA) team. Reports to the PA program manager and supervises a small team of specialists.

Supports public sector agencies in securing reimbursement projects for federally declared disasters and/or through state-funded recovery assistance program for public sector agencies.

Monitors information on project status and details and supports obligation of PA grant assistance in accordance with federal law and policy.

Assigns, tracks, and manages activities to meet project and grant deadlines. Manages workloads, uses grants systems, and maintains records.

Gathers data, analyzes facts, and provides accurate guidance or recommendations. Uses judgment in identifying and elevating issues and presents information clearly in written and oral form.

Communicates effectively with PA applicants/subrecipients as well as federal partners.

Requirements

A bachelor’s degree and two years of experience related to job duties outlined above. Preferred: knowledge of federal disaster recovery statutes, regulations, and guidance.

Qualifications

S.C. Certified Emergency Manager (or other state equivalent) certification is preferred or will seek to complete within three years.

Additional Information

This position requires in-person work in the SCEMD office. Must be able to navigate online systems and processes including databases. Should be proficient with Microsoft Office applications including Microsoft Excel. Must be able to perform a variety of functions while maintaining effective organization of duties. Day-to-day: Exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Ability to work around others while driving, sitting, standing, and stooping occasionally. Post-disaster or for project site visits, outside work may be required: May be subject to environmental conditions. Physical ability to work around others while driving, sitting, standing, stooping, twisting, squatting, and lifting or moving up to 25 pounds.
