About the Position: This position is located in the Department of Preventative Medicine Environmental Health Service at Tripler Army Medical Center (TAMC) with the Defense Health Agency, Indo-Pacific Market, Hawaii Region.

Specialized Experience: One year of specialized experience which includes assisting installations in preparing environmental permits; providing guidance to waste managers and generators to ensure compliance with health and hygiene requirements; and assisting in preparing environmental assessments.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: environmental science, environmental studies, environmental health, natural resources.(Transcripts must be uploaded) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Major Duties:

  • Provide environmental support to Army Medical, Dental, and Veterinary Facilities and advise leadership on environmental policies, procedures, and systems and how it will affect the operation of their facility(ies).
  • Conduct environmental inspections, surveys, studies, and prepare applicable reports for management and operating officials.
  • Prepare and conduct training sessions, workshops, and other activities for clients to maintain conformance with environmental regulations.
  • Review and interpret environmental laws, regulations, directives, and policies received from Federal, state and local environmental agencies for administration of the environmental program elements to develop and distribute guidelines, policy(ies).
  • Prepare, review, and analyze environmental documents, including but not limited to, waste profiles, manifests, disposal records, inspection records, analytical test results, etc. to determine acceptability.
  • Review environmental assessments (EA)/environmental impact statements (EIS) and contracts to assess how new construction, expansion, modification, renovation, or closure of facilities may impact the environment and human health.
  • Review Environmental Impact Assessments/Statements, Pollution Abatement and Management Plans (e.g., Spill Prevention Control and Spill Contingency Plans), and contracts prepared with US Army Pacific and US Army Garrison.
