Requirements

The Compliance Specialist plays a crucial role in coordinating enforcement actions within the Waterways & Wetlands Program to ensure adherence to various laws, including the Clean Streams Law, Concentrated Animal Feeding Operations (CAFO) Regulations, the Dam Safety and Encroachments Act, and the Administrative Code of 1929.

Targeting watersheds identified by Natural Resources Conservation Services that have a high number of non-compliant agricultural operations or are sources of excessive nutrient and sediment loads.

Additionally, compliance and inspection efforts will focus on areas highlighted by COAST and SPARROW.

The role also involves enhancing compliance activities related to Chapter 102 Erosion & Sediment Control regulations, manure management under Chapter 91.36, MS4s, and addressing local stormwater complaints.

Furthermore, the specialist will increase field presence for inspections and investigations of both CAFOs and non-CAFO agricultural operations within a designated geographic area.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Travel required as needed
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of professional experience as a Sanitarian, Air Quality Specialist, Solid Waste Specialist, or Water Quality Specialist (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration);or
  • Any equivalent combination of experience and/or training which affords the applicant the required knowledges, skills, and abilities.


Special Requirement:

  • This position requires the possession of a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.


Other Requirements:

  • You must possess and maintain a REAL ID or passport for this position. Proof of possession will be needed at the time of a conditional offer of employment.
