Requirements

In this role, you will lead a team of professional staff responsible for developing rulemakings, regulatory and non-regulatory State Implementation Plans (SIPs), and other key work products that support the Department’s Air Program.

You will ensure all documents meet state and federal legal requirements, follow Department and Commonwealth procedures, and are submitted to the U.S.

Environmental Protection Agency in accordance with applicable federal laws.

You will also oversee project management across the Bureau, guide staff development, and ensure timely, high-quality deliverables that support the Department’s obligations under the Clean Air Act (CAA) and Air Pollution Control Act (APCA).

Key responsibilities include:

  • Directing staff in the development of rulemakings and regulatory SIPs to ensure documents are clearly written, internally consistent, and compliant with state and federal requirements, including the Pennsylvania Code and Bulletin Style Manual.
  • Overseeing the development of non-regulatory SIPs and related work products to ensure clarity, consistency, and adherence to all applicable procedures and standards.
  • Managing and tracking projects across all Bureau Divisions, including non-regulatory SIPs and assignments from the Assistant Bureau Director, to ensure timely completion and compliance with state and federal laws.
  • Developing Bureau-wide measures, in consultation with the ABD, to ensure work products meet Department and Commonwealth standards and fulfill obligations under the CAA and APCA.
  • Planning, scheduling, and securing funding for technical training for Bureau and Regional staff, in coordination with EPA and multijurisdictional organizations such as MARAMA, NACAA, and NESCAUM.
  • Organizing and directing section operations, including workflow planning, performance reviews, hiring recommendations, addressing employee concerns, approving leave, and identifying training needs.
  • Taking corrective action when staff do not meet goals or performance expectations.
  • Providing guidance to staff on project timelines, milestones, and deadlines to ensure timely completion of rulemakings and other work projects.
  • Interpreting regulations and technical data for staff, regional offices, other professionals, and the public.
  • Meeting with staff to identify and resolve impediments such as bottlenecks, resource limitations, or training gaps.
  • Overseeing project documentation, ensuring consistency across related documents, and maintaining compliance with all applicable procedures and standards.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A bachelor’s degree in the biological, physical, or environmental sciences, engineering, or in a field closely related to environmental protection or regulation; and five years of professional environmental protection experience; or
  • An equivalent combination of experience and training.


Condition of Employment:

  • This position requires a driver's license that is not under suspension.
