The Enrollment Coordinator (EC) position manages staff that are required to rotate shifts daily, work holidays, and weekend shifts covering twenty-four hours each day.
The Enrollment Coordinator position is supervisory and requires ongoing management of programs, plans and policy matters.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09 The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative methods and techniques to issue; the ability to plan, organize, and develop studies or projects, making recommendations on substantive operating programs, and negotiate effectively with others to accept and implement recommendations, where the proposals involve substantial resources; skill in interpersonal relationships to conduct interviews and gather data, interpreting and presenting this data in many formats; ability to communicate effectively, both orally and in writing, to present controversial and critical observations and findings to audiences of diverse backgrounds OR, Applicants may substitute education for the required experience.

Major Duties:
Program Oversight and Evaluation (40% of time) Incumbent is responsible for the management and direction of staff in diverse programs at the Main VAMC and six
Community Based Outpatient Clinics (CBOCs).
Programs include but are not limited to Registration, Enrollment, Pre-registration, Eligibility, Veterans Health Identification Cards, Death Details, Telephonic Consents, Means Test and income verification, Emergency Department Check-In, Scheduled Admissions, ED Admissions, Transfer Admissions, Patient Funds, Fugitive Felon Program, Hardships, Catastrophic Disability, Aid and Attendance, Insurance capture, kiosk/Vet Lin administration and the Administrative Officers of the Day.
The incumbent implements and maintains program processes and procedures in accordance with all applicable laws, regulations, and VA and Medical Center policies.
Analyzes and identifies organizational and operational problems and recommends timely and prudent solutions and recommends and justifies needed changes.
Incumbent participates in National testing of enhancements applicable to programs in Enrollment and Eligibility.
Establishes and collaborates with VACO/VHA individuals in evaluating proposed program changes.
Serves as the subject matter expert (SME) of the Health Eligibility Center email group for the Medical Center; ensures all questions regarding eligibility are answered in a timely and accurate manner.
Ensures process for all Death Details requirements, including visiting with Next of Kin (NOK), contacting the Coroner's Office if needed, offering of Autopsies, processing out of patient remains, effective management of claimed and unclaimed remains, oversight of death certificate processing, contact with funeral homes, and process disposition of patient effects and funds according to VA regulations.
Data Analysis (30% of the time) Assists in implementing procedures to ensure processing all required financial statements including Means Tests, and Medication Co-pay tests annually in accordance with VA regulations.
Incumbent works with staff to determine the proper process to ensure all Veterans understand their liability for care if they decided to utilize the VA facility.
Maintains oversight of Insurance Capture Buffer (ICB) for all emergency room check-ins, direct and scheduled admissions.
The incumbent provides input to the Chief, PAS regarding the budgeting, contracting and financial management assigned section of Health Administration Service.
This includes budget formulation, justification and execution, financial management and financial reporting.
Responsible for managing the Admission program and application, including working on the VISN 7 Admission team to standardize the admissions process.
Ensures all admission and discharges on the facility Gains and Loss report (G&L) are reviewed daily for accuracy.
Supervisory Responsibilities (30% of the time) The incumbent supervises employees assigned to the Enrollment and Eligibility Section.
Performs the administrative and human resource management function relative to the staff supervised.
Establishes guidelines and performance expectations for staff members which are clearly communicated through the formal employee performance management system.
Provides advice and counsel to workers related to work and administrative matters and effects disciplinary measures as appropriate to the authority delegated in the area.
Periodically evaluates employee work performance. Reviews and approves/disapproves leave requests and assures that subordinates are trained and fully comply with provisions of the safety regulations.
The incumbent directs the program management for the Enrollment and Eligibility Section areas under their jurisdiction including matters involving staffing and recruitment, promotions, awards, position classification, training, disciplinary actions, etc.
Incumbent is responsible for the supervision of a subordinate Eligibility Supervisor, Program Support Assistants, Health Benefits Advisors/Eligibility MSAs at the Main facility and CBOCs Telephone Operators, Emergency Department MSAs, Decedent Affairs MSA and Administrative Officers of the Day (AODs).
Perform other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
