Job Description

Summary

This job involves working as a technical expert on advanced military systems for command, intelligence, and surveillance, focusing on designing, updating, and maintaining software and hardware to meet defense needs.

You'll lead teams, evaluate new technologies, and communicate with high-level leaders to ensure projects run smoothly.

Key Requirements

  • At least one year of specialized experience at GS-13 or equivalent level in software systems development, hardware, and infrastructure sustainment/modernization

  • Strong ability to liaise, coordinate, and communicate with all personnel levels, including senior executives and flag officers
  • Proficiency in systems engineering artifacts like Engineering Change Proposals, Technical Reviews, Agile processes, Test Plans, and Reports
  • Experience managing the full software development lifecycle, including source code management, CI/CD, testing, requirements analysis, and interface development
  • Leadership in technical evaluation boards, complex analysis of political/fiscal factors, and leading cross-competency teams in acquisition programs
  • Basic qualifications in engineering (0854/0855) or computer science (1550) series per OPM standards

You will serve as a Engineer/Scientist in the COMP APPS, SVC, INTEG & INFRASTRUCT (50000) of NIWC ATLANTIC. This is a RE-ADVERTISEMENT of Announcement Number:ST-12875983-26-ABD.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or ND-04 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: The minimum qualifications for this position would be possessing expert knowledge of software systems development, hardware and infrastructure as a service, sustainment, and modernization efforts.

Ability to determine capability gaps, identify and evaluate of leading-edge technology to provide technical direction and recommendations for systems.

Ability to liaise, coordinate and communicate with all levels of personnel including Senior Executives and Flag Level Officers.

  • You will serve as the Technical Subject Matter Expert in Expeditionary Command and Control Intelligence, Surveillance, and Reconnaissance systems.
  • You will be responsible for the development and delivery of key Systems Engineering artifacts, including Engineering Change Proposals, Systems Engineering Technical Review documentation, Agile process execution artifacts, Test Plans, and Reports.
  • You will be responsible for the software development lifecycle, including Source Code Management, Continuous Integration/Continuous Deployment, testing, monitoring, requirements analysis, baseline management, and interface development.
  • You will lead technical evaluation boards and perform complex analysis assessing political, fiscal, and other factors affecting customer needs to enhance products and services delivered.
  • You will lead diverse cross-competency teams to execute appropriate engineering processes across all levels and phases of acquisition program/project, managing engineering tasks and resources.
  • You will represent the Command to Senior Executives with the authority to present and defend the activities position, influence resource allocations, and increase knowledge sharing of technical information.
