This position is only open to Colorado state residents.
New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Work Unit
This work unit exists to provide project development, construction management, and contract administration of various Federal, State, and Local transportation projects; to oversee and direct construction contracts, to monitor and assure compliance with State and Federal requirements, and ultimately, to develop and maintain the best possible transportation system for Colorado. The unit also reviews preliminary and final plans, makes engineering recommendations, and generates pavement design for highway projects.

About the Position
The Engineer-In-Training is expected to gain engineering expertise and apply engineering theories, development of practical applications of professional engineering processes, theories, laws, principles and techniques. Projects are assigned and applied through a combination of formal instructions and on-the-job training and require the application of knowledge, judgment and experience. Under the supervision of a Licensed Professional Engineer, this position will learn to apply and implement engineering theories, principles and standards. This position will learn to provide engineering support for the Region 1 Materials Construction Program. This includes review of project plans and specifications, statistical analysis of test results and making recommendations for solving associated problems.

Your duties and responsibilities will include, but are not limited to, the following
  • Learn to review contractor asphalt mix designs and approval procedures for project compliance.
  • Document asphalt mix design review findings and opinions and report this information to the Region Materials Engineer (RME). Notify asphalt producers, contractors, and project engineers of mix design deficiencies or approval.
  • Learn to review and analyze contractor/producer aggregate properties for adherence to CDOT and AASHTO specifications.
  • Learn to represent CDOT and participate on technical committees, task forces and with industry organizations to promote the use of more effective materials and best construction practices.
  • Learn the various aspects of the CDOT quality assurance program and the FHWA stewardship agreement.
  • Learn to evaluate and advise on the adoption of newly developed test procedures to ensure accurate testing of materials. Become familiar with Balanced Mix Design (BMD) performance testing.
  • Develop technical expertise through training and review of reference materials and guidelines, including changes in state and federal law.
  • Assist the Region Materials Engineer in the creation of project special provisions , test procedures, technical manuals, reports and correspondence for construction related materials and products to facilitate effective implementation of new specifications, materials, test methods or construction methods.
  • Assist the Region Materials Engineer in determining the proper action for materials that are not in conformance with the project plans and specifications.
  • Learn how to review plans and specifications to ensure proper material specifications are met and followed per CDOT policies and guidelines.
  • Learn the ATSER program to produce CDOT Form(s) for asphalt paving projects, to monitor quality levels, and to review material testing frequency requirements for CDOT projects.
  • Learn to initiate, develop and maintain effective professional working relationships with work units within Region 1, as well as federal government agencies, municipalities, developers, utilities, and other entities involved at the project level.
  • Learn to write scope of work for consultant testing services/ NPS task orders.
  • Attend scoping/pre-design meeting (preliminary development meetings), Field Inspection Review meetings (preliminary to intermediate review/development meetings), Final Office Review meetings (final review/development meetings) Pre-Pave meetings and Pre-Construction meetings.
  • Advise Local Agencies with Materials Engineering issues directly affected by CDOT oversight. Learn to review Intergovernmental Agreements (IGA’s) for roles and responsibilities.
  • Learn how to review consultant soil investigation reports and pavement designs for completeness and conformance to CDOT engineering design standards and enforce those standards if necessary.
  • Learn to assess the applicability of design manuals, standards, regulations, and specifications , such as the CDOT Pavement Design Manual, the CDOT Standard Plans and M&S Standards, the CDOT Standard Specification for Roadway and Bridge Construction, Cost Data Books, Code of Federal Regulations, Colorado Revised Statutes, Contracts, Plans, the CDOT Construction Manual, the CDOT Field Materials Manual, AASHTO and ASTM standards.


Work Environment

  • Generally daytime hours, 7:30 am - 4:00 pm, Monday - Friday; Hybrid.
  • This position is approximately 90% in office and 10% in the field.
  • Required to drive CDOT vehicles.

Qualifications

Education/Licensure/Certification/Experience:

  • Must have a bachelor’s degree in engineering from an accredited institution. Unless applying under Substitutions, a copy of your transcript(s) or official NACES credential evaluation report must be submitted. Transcripts must show either:
    • A degree in engineering has been conferred.

  • OR

    • All engineering and other course work including current coursework, with an anticipated graduation date of May 2026.


Substitution: Current enrollment as an Engineer-Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will substitute for the required degree.
