Job Description

Summary

This job involves acting as a technical expert for agreements between government entities, where you'll create plans, designs, and estimates for maintaining and repairing buildings, facilities, and grounds on a military installation.

You'll handle project evaluations, prepare documents for approvals, and ensure everything supports the base's operations.

Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as Intergovernmental Support Agreement Technical Representative (IGSATR) responsible for developing plans and designs for a variety of maintenance and repair projects of broad scope and complexity.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Current Federal Employees must have specialized experience at the second lower level (GS-09).

This specialized experience is defined as: applying engineering theories to develop plans, field surveys, technical studies or estimates for construction, alteration, maintenance or repair of real property and facilities and grounds.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

NOTE: External Applicants must have one year of specialized experience at the next lower grade (GS-10) applying practical civil/structural engineering techniques, practices and methods in the development of detailed specifications, man-hour/cost estimates for the construction, modification, maintenance, or repair of real property facilities and grounds.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Major Duties:

  • Prepare designs, plans, and specifications for projects requiring IGSAM approval, involving maintenance and repair in support of installation mission and tenant activities.
  • Prepare projects of broad scope and complexity for accomplishment by in-house design.
  • Complete project evaluation for incoming DMOs/IJOs to include field investigation, preliminary scope of work, and government estimate.
  • Prepare and modify specifications and other pertinent IGSA documents for IGSAM validation and approval.
  • Develop and submit to higher headquarters all documentation, funds requests and justifications, environmental review (as required) and scope of work, needed to support the proposed maintenance and repair project.
