Job Description

Summary

This job involves using practical civil engineering skills to handle in-house construction projects on an Air Force base, including site surveys, designing plans, estimating costs, and managing work orders for things like renovations and repairs.

It's a hands-on role focused on ensuring projects run smoothly while following safety and environmental rules.

A good fit would be someone reliable and detail-oriented with a few years of real-world experience in trades like plumbing, fire systems, or water management, who works well in a team and meets deadlines.

Key Requirements

  • At least one year of specialized experience equivalent to GS-08 in technical civil engineering work, such as drafting, surveying, or construction estimating
  • Practical knowledge of civil engineering methods, including structural and architectural aspects of construction

  • Experience in plumbing, fire alarms, water/wastewater systems, or liquid fuels (preferred for ideal candidate)

The primary purpose of this position is to apply basic practical Civil Engineering knowledge to in-house construction projects or portions of projects that include design, cost estimating, construction scheduling of assigned projects.

Experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NJ-02, equivalent to the next to lower grade GS-08 or equivalent in the Federal Service.

Specialized experience includes technical work and knowledge in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Ideal Candidate: Someone with integrity who takes pride in their work but also is a TEAM player!

Someone that has worked in the industry/trade with multiple years of experience in either: Plumbing, Fire Alarms, Water, Wastewater, and/ or Liquid Fuels.

Adherence to all facility work rules and housekeeping/cleanliness. Demonstrates working knowledge and adherence to construction requirements.

Excellent time management and organizational skills to prioritize tasks and meet project deadlines.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

A broad, in depth practical knowledge of methods and techniques of engineering are architecture relating to Civil Engineering that involve a considerable number of different basic but established methods, procedures, and techniques, and familiarity with other disciplines.

2. Basic knowledge of civil engineering practices primarily in regards to structural and architectural phases of construction. 3.

Basic knowledge of civil and construction standards, methods, practices, and techniques, materials, and equipment. 4.

Practical knowledge of health, safety and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 5.

Ability to utilize precedent or but not make significant departures from previous approaches to similar projects to provide for the specialized requirements of some projects. 6.

Ability to plan, conduct, and record site/facility surveys and inspections. 7.

Ability to plan and organize work and coordinate with other engineering disciplines and architects as they relate to Mechanical Engineering. 8.

Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Conducts on site survey and assessments for designing/planning in-house work orders.

Develops plans and specifications for a civil nature to include drawings and/or sketches, cost estimates, and assembles proposal packages of related projects for new construction, renovations, alterations, maintenance and/or repairs of various base facilities.

Performs Work Order processing and project management, design, and/or operations maintenance (O&M) functions.

Project management duties will be primarily civil in nature but will work in other specialties when work load requires.

Responsible for all administrative actions related to on-going work order projects. Maintains work orders and project status in manual and/or automated tracking and programing systems.
