Job Description

Summary

This job involves managing construction and repair projects at a military base, from planning and design review to overseeing contracts and coordinating with teams to ensure smooth operations.

It supports various units and customers at Fort Liberty (formerly Fort Bragg) in North Carolina.

A good fit would be someone with hands-on experience in engineering projects, strong organizational skills, and a background in federal or military-related work.

Key Requirements

  • One year of specialized experience preparing plans and specifications for construction, modifications, renovations, or repairs
  • Experience reviewing designs, plans, and specifications for technical adequacy and compliance with engineering standards
  • 52 weeks of federal service at GS-9 or equivalent (time-in-grade requirement)
  • Competency in project management, including all phases from predesign to construction
  • Skills in contracting and procurement, such as authoring Scope of Work (SOW), Performance Work Statements (PWS), and Independent Government Estimates (IGE)
  • Ability to administer contracts for various procurement vehicles and service contracts
  • Experience coordinating with customers, contractors, and organizations to minimize work interruptions

Specialized Experience: One year of specialized experience which includes: 1) Preparing plans/specifications for new construction, major/minor modifications, alterations, renovations, or repairs to existing facilities; AND 2) Reviewing designs to include plans and specifications for technical adequacy; AND 3) Complying with engineering practices/standards..

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Project Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).

Major Duties:

  • Serve as a Project Manager for construction, and repairprojects for all phases of a project, from predesign to construction phase.
  • Coordinate requests for services with customers and ensures all service contract requirements are identified on the Advanced Acquisition Management Plan.
  • Determine requirements, authors Scope of Work (SOW) or Performance Work Statements (PWS), Independent Government Estimates(IGE), and other contract support documents.
  • Administer contracts for a variety of procurement vehicles as well as service contracts.
  • Coordinate construction operations with using activities, other contractors, and installation organizations to avoid any unnecessary interruption of work.
