Job Description

Summary

This leadership role involves overseeing engineering and scientific efforts in undersea warfare systems for the Navy, focusing on implementing policies, guiding solutions to technical challenges, and coordinating with various Navy groups.

Key Requirements

  • At least one year of specialized experience equivalent to GS-12/13 or ND-04 in systems engineering, project execution, and integration of NAVSEA systems for undersea warfare
  • Current or prior permanent position at ND-05 (GS-14/15 equivalent) in competitive service for non-competitive reassignment
  • Professional engineering or scientific background with knowledge of Navy processes and undersea systems design/development
  • Ability to lead cross-departmental technical solutions, coordinate with external Navy organizations (SYSCOMs, OPNAV, Fleet), and chair review boards
  • Experience conducting independent scientific/engineering studies, assessments, and reviews, including cost-performance trade-offs
  • Skills in facilitating meetings, overseeing critiques, and supporting digital engineering transformation and project management tools

Full Job Description

You will serve as the Division CHIEF ENGINEER (00E) in the DEPUTY TECHNICAL DIRECTOR OFFICE (TDB) of NAVUNSEAWARCENDIV NEWPORT RI.

Per 5CFR 335.103c.(3)(v), this is a non-competitive reassignment opportunity open to those qualified who hold (or have held) a position equivalent to ND-05 (GS-14/15 equivalent) on a permanent basis in the competitive service.

  • You will implement policies and processes to ensure the division incorporates system engineering discipline in all tasking
  • You will guide the development of cross-departmental solutions to complex technical programmatic issues and events
  • You will coordinate interactions with external Navy organizations (SYSCOMs, OPNAV, and Fleet) in support of WCs program development and refinement
  • You will serve as Chair of the DIVNPT Human Protection Institutional Review Board
  • You will schedule and conduct regular independent reviews of Division programs, including Critical Project Execution Reviews and Command Level Reviews.
  • You will conduct and oversee independent scientific and engineering studies that assess cost performance benefits and system engineering trade-offs to influence programs at the Division that require Command-level attention.
  • You will lead the CHENG Council, facilitate bi-weekly meetings, and plan, execute and ensure the quality of CHENG Council deliverables, e.g. Systems Safety assessments, and failure reviews.
  • You will work closely with 00Q to oversee Critiques, including analyzing findings to learn and share themes across the center, as well as executing and/or participating in Critiques regarding significant issues.
  • You will support and advocate for center level digital engineering transformation efforts
  • You will support TDB efforts, reviews, and analyses regarding Newport Project Management Dashboard (NPMD) quarterly inputs
