Full Job Description

The Iowa Department of Revenue’s Enforcement Actions and Appeals Bureau within the Legal Services Division is currently seeking three Enforcement Actions and Appeals Specialist 3’s (Technical Tax Specialist 3) for its individual income, business income, and sales tax functions, which will also support enforcement actions functions.


The Enforcement Actions and Appeals Bureau administers appeals for all tax filings, alcohol licensing appeals, and alcohol enforcement actions.

The Legal Services Division interprets tax laws for the Department, manages appeals, ensures the Department follows the law, and helps draft and change revenue related laws.

The section also reviews requests for public records and subpoenas.


In this position you will be responsible for:

  • Reviewing and working to resolve complex appeals with limited oversight.
  • Providing expert guidance to peers and junior staff on technical and strategic issues through discussion of casework and feedback on work product for assigned case types.
  • Monitoring appeals work product to maintain consistency and quality for assigned tax types through collaboration with the Bureau Chief, Policy Directors, General Counsel, Assistant Attorneys General, and other IDR stakeholders.
  • Conveying IDR tax, alcohol regulation, and licensing policy to customers and IDR employees by attending meetings, conferences, in writing, or by telephone.
  • Providing technical tax data on complex or controversial issues which may have an impact on state revenues to the Research and Policy Division for the purpose of developing a revenue forecasting model and assessment of revenue needs by reviewing new legislation, proposed legislation, or policy changes.
  • Developing enforcement action procedures and appeal procedures for assigned tax type, alcohol regulation, and licensing.
  • Advising and training Enforcement Actions and Appeals Bureau staff on procedural changes and system functionality.
  • Monitoring proposed legislation, IDR processes, and system updates to determine impact on current and future appeals and escalates concerns to the Bureau Chief and Policy Director(s).

Preference will be given to candidates with experience in the following:

  • IDR technology applications
  • Knowledge of federal tax law, state tax and alcohol enforcement laws, and experience interpreting laws.
  • Preparing, reviewing, and auditing tax returns, resolving tax appeals and enforcement actions.
  • Drafting written determinations citing regulations, laws, or administrative rules for complex tax or legal issues.
  • Guiding peers and junior staff on appeal or enforcement case resolution and analysis.

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) All of the following (a and b):

a. Graduation from an accredited four-year college or university with a degree including at least 12 semester hours of accounting coursework; and

b. Seven years of full-time work experience in professional accounting or auditing.

2) All of the following (a and b):

a. Seven years of full-time work experience in professional accounting or auditing; and

b. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work (as described in number one) equals one year of full-time experience.

3) Graduation from an accredited law school and four years of full-time work experience in professional accounting or auditing, or in the practice of law.

4) Graduation from an accredited college or university with a master’s degree in accounting and five years of full-time work experience in professional accounting or auditing.

5) Possession of a Certified Public Accountant (CPA) certificate and six years of full-time work experience in professional accounting or auditing.

6) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Technical Tax Specialist 2.
