This position will be eligible for telework full-time but may have to come into the office infrequently due to business needs.


The ideal candidate for the Employer Support Team Lead (ES Benefits Specialist 3) is a confident, knowledgeable professional who thrives in a leadership role within a mission-driven public program.

They bring a deep understanding of employer obligations under Paid Family and Medical Leave, WA Cares, and insurance programs, along with a strong commitment to safeguarding public resources and supporting equitable access to benefits for Washingtonians.


They excel at guiding teams through complex regulatory environments and are motivated by the opportunity to uphold the integrity and sustainability of statewide trust funds.

This individual is an experienced team leader who knows how to develop others through clear communication, thoughtful coaching, and consistent oversight.

They are skilled at onboarding new staff, identifying training needs, and ensuring work products meet strict standards for accuracy, compliance, and timeliness.

They collaborate seamlessly with supervisors and unit leadership, offering insight into team performance, operational gaps, and opportunities for process improvement.

Requirements


Lead and support team of Employer Support Specialists. This includes:


  • Assist with on-boarding new team members, including training and identifying knowledge gaps


  • Review team outputs for accuracy and compliance with laws, regulations, and current procedures


  • Observe, document, and communicate with team supervisor needs related to team development, employer service needs, or gaps in communications to customers

Advanced support to internal and external customers on inquiries related to employer support services. This includes:


  • Educate employers and their representatives to promote voluntary compliance with state law and ESD policies
  • Resolve complex inquiries escalated by staff, researching and implementing solutions or escalating when necessary


  • Offer timely and effective telephone support for escalated customer inquiries, while helping to alleviate peak call demands


Special projects and assignments. This includes:


  • Assists, develops and advises administrators in the drafting of new/revised rules and regulations


  • Represents Leave and Care to have case actions and decisions upheld by the adjudicative process


  • Attends project meetings as a representative and subject matter expert for matters related to employer accounts, reporting, and premium payments. Essential

Qualifications


  • 6 years of equivalent education/experience noted below


  • 1 year as an ES Benefits Specialist 2


  • 1 year of experience equivalent to the ES Benefits Specialist 2 with another state that administers insurance benefits programs


  • Associate’s Degree in a health or social science, public administration or a related field AND 4 years of the required experience below


  • Bachelor’s Degree in a health or social science, public administration or a related field AND 2 years of the required experience below


  • Master’s Degree in a health or social science, public administration or a related field AND 1 year of the required experience below

The required experience includes:

  • Regulatory Knowledge & Communication Skills: Proficiency in explaining complex regulations clearly

  • Subject Matter Expertise: Proficiency in navigating intricate employer account matters


  • Workload & Quality Monitoring: Ability using available data to monitor workload and ensure quality outcomes


  • Data Analysis: to verify calculations, attention to detail to ensure accuracy, regulatory knowledge to comply with laws, problem-solving to resolve discrepancies, and communication skills to report findings


  • Adaptability & Multitasking Skills: Flexibility to manage varied responsibilities


  • Premium Recovery & Estimation Expertise: Ability to resolve unpaid premium issues accurately
