The Training, Exercise, and Engagement Section Director serves primarily to ensure the Training, Exercise, and Engagement section is adequately training and preparing the DPH workforce to respond to emergency events, that responses are appropriately documented and improved upon, and that federal, state, local, and healthcare partners are engaged and informed to become familiar with agency emergency response plans and processes.
Leads the Training, Exercise, and Engagement Section, to include directing the development and maintenance of agency training plans inclusive of all Agency Training Policy and ad hoc programmatic requirements, in consultation with Bureau Director; leading the Integrated Preparedness Planning cycle, appropriately engaging internal and external partners to ensure positive progress towards completion on required timelines; participating in the exercise development and deployment cycle, from concept and objective creation to serving as a trusted agent or evaluator, as indicated; and directing section staff to ensure other agency staff participation in Agency-led, state full-scale, PHEP required, and/or other necessary exercises of applicable emergency plans and procedures.
Leads the overall after-action review and reporting (AAR) cycle of DPH emergency response activations, to include directing engagement with internal and external stakeholders for AAR participation based on role served in response, as well as active participation in the full AAR and improvement planning (IP) cycle, including report drafting and IP execution, monitoring, and follow-up as needed.
Maintains high levels of engagement with State Emergency Response Team (SERT) Member agencies by participating in State Full Scale exercise (SFE) planning and development, in close coordination with ESF-8/External Planning Program Manager.
To promote additional engagement with community partners, provides direct supervision to Training, Exercise, and Engagement Directors, who meet regularly with hospital and healthcare leaders and emergency managers to define agency roles and responsibilities related to emergency responses.
As directed, satisfactorily completes other duties as may be assigned by the Bureau Director, which may be outside of the training, exercise, and engagement area and which may be local or statewide in scope.
State Minimum Requirements: A bachelor's degree and relevant program management experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements: Bachelor's degree and at least five (5) years of experience in educational instruction or training, curriculum design, and/or evaluation development, with a minimum of three years of complex program management and supervisory experience.
Three (3) years of experience must be in designing, developing, conducting, and evaluating Homeland Security Exercise and Evaluation Program (HSEEP) consistent emergency exercises.
Must have prior, recent (within past 3 years) experience developing and drafting After Action Reports (AARs) and Improvement Plans (IPs) consistent with HSEEP, and must be able to provide examples.
Trained in Homeland Security Exercise and Evaluation Program (HSEEP) exercise design and development (i.e. FEMA E/L/K0146) with required prerequisites (IS120 and IS130).
E/L/G 141 and E/L/K 449 should be completed within one year of assignment if not previously completed.
